The bidder must have satisfactorily completed, as a prime contractor or sub-contractor, at least one similar work equal in value to one-third (or one-fourth in case of Naxal/Left Wing Extremist affected districts) of the estimated cost of the work (excluding maintenance cost for five years) for which the bids are invited.
The required experience is as follows:
- Total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited.
- A Degree in Civil Engineering with a minimum of 5 years of experience
- A Diploma in Civil Engineering with a minimum of 3 years of experience
- A Surveyor with a minimum of 2 years of experience
- A Lab Assistant with a minimum of 2 years of experience
The value of similar works completed should be at least 5 Cr, 5-10 Cr, and greater than 10 Cr, with a minimum experience of 5 years, 2 years, and 2 years respectively for technical personnel.
In terms of financial turnover, the bidder should have achieved, in any one year, a minimum financial turnover equivalent to 60% of the amount put to bid if the amount put to bid is Rs. 200 lakhs or less, or 75% of the amount put to bid if the amount put to bid is more than Rs. 200 lakhs. However, for Naxal/Left Wing Extremist affected districts, these percentages are reduced to 50%.
The bidder's financial turnover from civil engineering construction works should be at least 50% of their total turnover.
The bidder should provide a certificate from a Chartered Accountant for the total annual volume of work done in the years 2018-19, 2019-20, 2020-21, 2021-22, and 2022-23, with the values given in Rs. in lakhs.
The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this requirement.
The bidder should have experience in works of a similar nature and size for each of the last five years.
No specific percentage of similar works completed is mentioned, but the bidder should provide details of the technical personnel proposed to be employed for the Contract having the qualifications defined in the document.
The bidder should provide reports on the financial standing of the Bidder, such as profit and loss statements and auditor's reports for the past three years.

The bidder should provide details of the works completed in the last five years, including the value of the contract and the name of the employer.
The bidder should provide a total monetary value of civil construction works performed for each of the last five years.
The bidder should provide certificates from Chartered Accountant for the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited.
The bidder should provide the name of the project, name of the employer, description of work, value of contract, and contract number for each of the works completed in the last five years.
