The Government Of The Republic Of The Philippines Has Received Financing From The Asian Development Bank (adb) Toward The Cost Of The Water District Development Sector Project. Part Of This Financing Will Be Used For Payments Under The Contract Named Above. Bidding Is Open To Bidders From Eligible Source Countries Of The Adb. 2. The Plaridel Water District (the Employer) Through The Local Water Utilities Administration (the “procurement Agent”), Invites Sealed Bids From Eligible Bidders For The Design And Construction Of Office Building (“the Facilities”). 3. Open Competitive Bidding – National Will Be Conducted In Accordance With Adb’s Single- Stage: Two-envelope Procedure And Is Open To All Bidders From Eligible Source Countries As Described In The Bidding Document. 4. Only Eligible Bidders With The Following Key Qualifications Should Participate In This Bidding: Historical Contract Non-performance • Non-performance Of A Contract Did Not Occur As A Result Of Contractor Default Since 1 January 2015. Financial Situation • Historical Financial Performance: As A Minimum, The Bidder’s Net Worth For The Last Year Calculated As The Difference Between Total Assets And Total Liabilities Should Be Positive. • Average Annual Turnover: Minimum Average Annual Turnover Of Php125 Million Calculated As Total Certified Payments Received For Contracts In Progress Or Completed, Within The Last Three (3) Years. • Financial Resources: The Bidder Must Demonstrate That Its Financial Resources, Less Its Financial Obligations For Its Current Contract Commitments Meet Or Exceed The Total Requirement For The Subject Contract Of Php16million Construction Experience • Contracts Of Similar Size And Nature: Participation As A Contractor, Jv Partner, Or Subcontractor, In At Least Two Contracts That Have Been Successfully Or Substantially Completed Within The Last Ten (10) Years (or Projects Completed After 1 June 2014 Will Only Be Considered) And That Are Similar To The Proposed Contract, Where The Value Of The Bidder’s Participation Under Each Contract Exceeds Php 37 Million. The Similarity Of The Bidder’s Participation Shall Be Based On Components Given In The Employer’s Requirements. • Experience In Key Activities: A Minimum Experience In The Last Ten (10) Years For The Following: O Detailed Engineering Design Of 3-storey Office Building Complete With Architectural, Structural, Electrical, Mechanical, Sanitary And Plumbing Fixtures, Carpentry, Finish, Etc.; And O Construction Of 3-storey Office Building (with Minimum Floor Area Of 400 Sq.m. In One Floor), Complete With Architectural, Structural, Electrical, Mechanical, Sanitary And Plumbing Fixtures, Carpentry, Finish, Etc.
