Description Terms Of Reference Procurement Of Supply, Delivery, And Installation Of Dashboard Cameras For Philracom Service Vehicles I. Objective And Rationale Considering The Recent Accidents Involving Service Vehicles, Purchasing Dashcams Becomes A Necessary Step To Uphold Thorough Safety Measures. The Accidents Underscore The Unpredictable Nature Of Road Travel And The Potential Vulnerability Of Office Assets And Personnel To Unforeseen Events. By Equipping Each Service Vehicle With A Dashcam, The Office Will Not Only Enhance Accountability And Transparency But Will Also Promote Safer Driving Practices For The Drivers. Ii. Project Description To Acquire A Reputable And Competent Product Supplier That Will Provide The Supply, Delivery, And Installation Of Front And Rear Dashboard Cameras For Philracom Service Vehicles. Iii. Approved Budget For Contract (abc) The Fund For This Project Shall Be Sourced From The General Fund. The Abc Of The Proposed Undertaking Is Ninety-six Thousand Pesos Only (php 96,000.00), Inclusive Of All The Applicable Government Taxes And Charges And Professional Fees. Iv. Mode Of Procurement The Procurement Shall Be Undertaken Through Negotiated Procurement (small Value Procurement) Under The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”. V. Qualification Of The Supplier A. The Supplier Must Have An Updated Business/mayor’s Permit And Dti Registration. B. The Supplier Must Be Philgeps Registered. Vi. Scope Of Work / Deliverables A. The Supplier Shall Deliver And Install Eight (8) Sets Of Front And Rear Dashboard Cameras For Each Of The Philracom Service Vehicles With The Following Specifications: 1. 10 Inches Touch Screen; 2. 1920 X 1080 Px (qhd) Front Camera Resolution; 3. 1080 Rear Cam Resolution; 4. 1080 Cabin Cam Resolution; 5. 170-degree Angle Of View 6. Wifi App Control; 7. Loop Recording; 8. Parking Monitoring; 9. Parking Guide Assistance; 10. Audio Recording; 11. Usb 2.0, Tf Card Interface; 12. 64gb Memory Card (included); 13. Car Charger (cigarette Socket); 14. Usb Cable. B. The Supplier Shall Provide Materials To Complete The Installation. C. The Supplier Must Provide The Following Warranties: 1. Six (6) Month Supplier Warranty On The Front Cameras And Other Accessories; 2. Thee (3) Month Supplier Warranty On The Rear Camera; 3. Two (2) Years After Service Warranty. Vii. Schedule Of Requirements A. Delivery Address: Philippine Racing Commission, 4f Electra House Bldg., Esteban St., Legaspi Village, Makati City B. Installation Address: Street Level Parking, Electra House Bldg., Esteban St., Legaspi Village Makati City C. Delivery And Installation Schedule: Within Thirty (30) Days Upon Receipt Of Purchase Order. Viii. Responsibilities Of The Supplier A. The Supplier Must Deliver And Install The Dashboard Cameras In Accordance With The Technical Requirements Required By The Philracom. B. The Supplier Must Deliver And Install The Required Dashboard Cameras Following The Delivery Schedule Specified In This Document. Ix. Payment A. Payment Shall Be Made Upon Delivery And Installation Of Dashboard Cameras In Accordance With The Delivery Schedule Duly Certified And Accepted By The End User. B. Payment Shall Be Made Within Fifteen (15) Days After Submission Of The Delivery Receipt And Sales Invoice. X. Liquidated Damages A. When The Supplier Fails To Satisfactorily Deliver Goods Under The Contract Within The Specified Delivery Schedule, Inclusive Of Duly Granted Time Extensions, If Any, The Supplier Shall Be Liable For Damages For The Delay And Shall Pay The Procuring Entity Liquidated Damages, Not By Way Of Penalty, An Amount Equal To One-tenth (1/10) Of One Percent (1%) Of The Cost Of The Delayed Goods Scheduled For Delivery For Every Day Of Delay Until Such Goods Are Finally Delivered And Accepted By Philracom. B. Philracom Need Not Prove That It Has Incurred Actual Damages To Be Entitled To Liquidated Damages. Such Amount Shall Be Deducted From Any Money Due Or Which May Become Due To The Supplier, Or Collected From Any Securities Or Warranties Posted By The Supplier, Whichever Is Convenient To The Procuring Entity Concerned. C. In Case The Total Sum Of Liquidated Damages Reaches Ten Percent (10%) Of The Total Contract Price, Philracom May Rescind The Contract And Impose Appropriate Sanctions Over And Above The Liquidated Damages To Be Paid. Xi. Right To Accept Or Reject Quotation And/or Annul The Procurement Process Philracom Reserves The Right To Accept Or Reject Any Quotation, To Annul The Procurement Process, Or Not To Award The Contract Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. Xii. Conformance With The Existing Laws The Procurement Process For This Undertaking Shall Be Executed In Accordance With Republic Act 9184, Otherwise Known As The Government Procurement Reform Act, And Its Revised Implementing Rules And Regulations.
