The Philippine Ports Authority, Port Management Office-panay/guimaras (ppa, Pmo-png), Through The Ppa Corporate Budget Cy 2024 Intends To Apply The Sum Of Two Million, Five Hundred Fourteen Thousand, Thirty-two Pesos And 66/100 (p2,514,032.66), Inclusive Of All The Applicable Taxes And Fees, Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Consulting Services For The Conduct Of Parcellary And Structural/facilities Survey Of Fourteen (14) Ports Under Pmo-panay/guimaras. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Ppa, Pmo-png Now Calls For The Submission Of Eligibility Documents For Parcellary And Structural/facilities Survey Of Fourteen (14) Ports Under Pmo-panay/guimaras (port Of Iloilo Baseport- Fort San Pedro, Iloilo Fastcraft Terminal, Iloilo River Wharf, Iloilo Commercial Port Complex; Port Of Concepcion, Iloilo; Port Of Dumangas, Iloilo; Port Of Estancia, Iloilo; Port Of Alegria, Buruanga, Aklan; Port Of Caticlan, Malay, Aklan; Port Of Dumaguit, Aklan; Port Of Libertad, Antique; Port Of Lipata, Antique; Port Of San Jose, Antique; Port Of Culasi, Roxas City; Port Of Buenavista, Guimaras; Jordan, Guimaras; Port Of Sibunag, Guimaras). Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before January 6, 2025 Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Loboc, Lapaz, Iloilo City From December 28, 2024 During 8:00 A.m. To 5:00 P.m.. 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On The Dates And From The Address Given Above And Upon Payment Of The Applicable Fee For The Bidding Documents, In The Amount Of P1,000.00, Vat Inclusive. It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Applicable Experience Of The Consultant : 45% Qualification Of Personnel Who May Be Assigned To The Job : 30% Current Workload Relative To Capacity : 25% Total 100% 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe/qcbs) Procedure. Only Bids Whose Technical Proposals Pass The Minimum Technical Evaluation Score Of Seventy Percent (70%) Shall Have Their Financial Proposals Opened And Evaluated. The Technical Proposal Shall Carry Seventy-five Percent (75%) Weight While The Financial Proposal Shall Carry Twenty-five Percent (25%) Weight In The Evaluation. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within Two Hundred Forty (240) Calendar Days. 9. The Ppa, Pmo-png Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
