Description Invitation To Bid For Construction/renovation Of Train Personnel Dormitories (lot 1 – Naga) 1. The Philippine National Railways, Through The General Appropriations Act (gaa) For Cy 2022 Thru Gaa 2024 Special Provision Intends To Apply The Sum Of Seven Million Four Hundred Eighty-eight Thousand One Hundred Ninety-eight And 41/100 Pesos (₱7,488,198.41) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Construction/renovation Of Train Personnel Dormitories (lot 1 – Naga). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Philippine National Railways Now Invites Bids For The Above Procurement Project. Completion Of The Works Is Required Within Ninety (90) Calendar Days. Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Adaption Of Annex “g” Of Irr Ra 9184 Guidelines For The Procurement And Implementation Of Contract For Design And Build Infrastructure Project. For The Detailed Evaluation Of The Proposals, A Two-step Procedure Shall Be Adopted By The Bids And Awards Committee. Only Those Bids That Passed The Technical Proposals Criteria Shall Be Subjected To The Second Step Of Evaluation Or The Opening Of Financial Proposals. 4.
