Description Position Title : Engagement Of A Planning Consultant For The Development Of The National Action Plan To End Violence Against Women (nap-evaw) Reporting Lines : Office Of The Executive Director Source Of Fund : Gaa Contract Price : Php 630,000 Station : Manila Duration : March 15 – October 15, 2024 A. Background/rationale The Term Of Implementation Of The Third Strategic Plan Of The Inter-agency Council On Violence Against Women And Their Children (iacvawc) Covering 2017-2022, Ended In Fy 2022. Thus, The Council Will Start The Process Of Formulating The Successor Plan To Cover Fy 2023-2028. The Next Plan To Be Called National Action Plan To End Vaw (nap-evaw) Will Involve A Participative Process, Through Validation And Round Table Discussions (rtd) With Concerned Implementers And Stakeholders. Before The Conduct Of Validation Workshops, The Initial Draft Of Nap-evaw Which Includes Results Matrix And Indicators Will Be Developed To Fast Track The Process. Specifically, The Draft Will Contain Specific Strategies And Proposed Programs, Activities, And Projects That Are Categorized According To The Three Key Result Areas (kra), Namely: Kra 1: Primary Prevention Kra 2: Response System Kra 3: Cross-cutting Structures And Actions Primarily, The Draft Plan Will Be Based On The Findings From The Assessment On The Implementation Of R.a. 9262, Including Related Studies And Researches, Policy Documents, Accomplishment Reports From Concerned Stakeholders, And Status Of Implementation Of Previous Strategic Plans. This Would Also Include Other Relevant Data Collected Through Surveys Like The National Demographic And Health Surveys (ndhs) And Vaw Cases Reported Directly To Service Providers Like The Pnp-wcpd And Lswdo, Among Others. Comments And Recommendations From The Technical Working Committee (twc) Of Iacvawc Will Be Integrated In The Revised Draft To Be Validated Through A Series Of Workshops Or Consultations With Stakeholders, Particularly Service Providers On The Ground And With Women Ngos. Apart From Validating The Proposed Strategies And Measures, The Consultations Will Serve A Venue To Gather Additional Information And Inputs On Strengths, Opportunities, Issues And Recommendations To Improve Prevention, Response And Coordination In Addressing Vawc. These Inputs, Insights, And Recommendations Generated From The Validation Sessions Will Be Incorporated In The Final Version Of Nap-evaw B. Purpose Of The Consultancy The Planning Consultant Will Develop The Nap-evaw To Be Presented During Validation Sessions With Concerned Implementers And Stakeholders. C. Scope Of Work The Planning Consultant Shall Draft And Finalize The Nap-evaw And Serve As Overall Facilitator Of Validation Sessions Or Round-table Discussions. She/he Will Consolidate And Analyze All Inputs And Recommendations From The Participants And Integrate Them In The Final Plan. The Consultant Shall Also Ensure A Participatory Planning Process, Meaningfully Engaging The Key Stakeholders And Stakeholders In Finalizing The Nap- Evaw. Included In This Consultancy Is The Development Of Plan Framework And Engagement Of Co-facilitator For Consultations. D. Functions/duties To Be Performed By The Consultants In Coordination With The Office Of The Executive Director And The Iacvawc Secretariat, The Planning Consultant Is Expected To Undertake The Following Tasks: Phase 1- Preparatory Work Conduct Of Meetings With Pcw To Discuss Details Of The Planning Activity And Submission Of Inception Report. The Report Will Include Detailed Workplan, Timeline, And Major Strategies And Planning Methodologies. This Phase Includes The Review Of Related Studies, Documents, Etc. This Part Also Includes The Plan Framework And Outline Of The Plan To Be Approved By Pcw. The Approved Framework And The General Content Of The Plan Will Be The Basis Of The Consultant In Preparing The Initial Draft. Phase 2: Drafting Of The Plan And Consultation/validation Sessions With Stakeholders Preparation Of The Initial Draft Plan And Facilitation Of Meetings And Validation Sessions With Stakeholders. Also, This Phase Will Include Consolidation And Analysis Of Results Of Consultations. Phase 3: Finalization Of Nap-evaw The Draft Plan Will Be Finalized Based On Inputs And Recommendations From Validation Sessions With Concerned Stakeholders And Comments From The Technical Working Committees (twc), Pcw, And Iacvawc Members. D. Expected, Deliverables, Payment Milestones And Duration The Contract Duration Is Eight (8) Months With The Expected Deliverables And The Corresponding Schedule Of Payments In Three (3) Tranches, As Follow: Deliverables Payment Schedule Timeline 1. Inception Report Including Work Plan, And Data Collection Methodology, If Applicable. 2. Summary Of Identified Gaps And Challenges, Including Emerging Vaw Issues Based On The Review Of Related Studies, Policy Documents/paper, Etc. Approved Plan Framework And General Outline Of The Plan 25% Of Total Contract Cost March 15 - April 15, 2024 (32 Cds) 3. Draft National Action Plan 40% Of Total Contract Cost April 16-july 31, 2024 (106 Cds) 4. Completed National Validation Sessions/report On The Results Of Validations With Concrete Recommendations To Be Used As Basis In Finalizing The Plan. 5. Final/approved 5-year Nap-evaw With Clear Strategies, Deliverables, Key Milestones, And Guidelines On The Roles And Responsibilities Of Council Members And Other Stakeholders On The Implementation Of Nap-evaw. 35% Of Total Contract Cost August 1 – October 15, 2024 ( 76 Cds) E. Approved Budget Cost And Basis For Costing The Abc For This Engagement Is Six Hundred Thirty Thousand Pesos Only (php 630,000) F. Qualification/competencies/experience Interested Consultant Must Possess The Following: 1. Academic Degree In Any Of The Following: Demography, Development Studies, Statistics, Psychology, Or Related Social Science Field; 2. At Least 10 Years Of Experience In Planning And Assessment, Technical Report Writing Related To Gender Equality And Women’s Human Rights; 3. Relevant Work Experience In Strategic Planning And Development 4. Capacity To Collate And Synthesize Qualitative And Quantitative Data In A Succinct And Comprehensible Manner; 5. Knowledgeable About Women’s Human Rights (vaw And Gbv) Related Issues, Gender And Development, Gender Equality, Women’s Empowerment, And Gender Mainstreaming; 6. Knowledge Of Social Science Research Methods And With Critical Thinking Skills; 7. Excellent Writing Skills And Ability To Communicate Effectively In English; And 8. Excellent Attention To Detail And Ability To Deliver Outputs In Timely Manner 9. Understanding Of Participatory Approaches To Management And Operations G.
