Description Title Of The Position : Consultant For The Safe Spaces Act (ssa) Training Guide On Gender Sensitivity Training (gst) For Perpetrators Reporting Lines : Tsrcd-division Chief Source Of Fund : Gaa Contract Price : Php 200,000 Station : Technical Services & Regional Coordination Division (tsrcd) A. Rationale The Philippine Commission On Women (pcw), The Primary Policy-making And Coordinating Body On Women And Gender Equality Concerns Serves As Co-chair Of The Inter-agency Oversight Committee On The Safe Spaces Act (iaocssa), The Oversight Body On The Implementation Of The Republic Act No. 11313 Or The Safe Spaces Act (ssa). As Co-chair Of The Oversight Committee, The Philippine Commission On Women, Together With Member Agencies, Is Tasked To Formulate A Comprehensive And Integrated Program To Prevent And Suppress Gender-based Sexual Harassment (gbsh). Furthermore, Section 12 Of Ra 11313 On “specific Acts And Penalties For Gender-based Sexual Harassment In Streets And Public Spaces” Provides That Persons Who Committed The First Offense Of Gbsh Are Penalized To Pay A Fine Of One Thousand Pesos (php 1,000.00) And Community Service Of 12 Hours Inclusive Of Attendance To A Gender Sensitivity Seminar (gss) To Be Conducted By The Philippine National Police (pnp) In Coordination With The Local Government Unit And The Pcw. Pcw Regards Gender Sensitivity Training (gst) As A Transformational Tool To Reform The Discriminatory Acts Of Perpetrators Through Knowledge And Awareness Development. Pcw Will Build On The Standard Gst Module For Ssa Perpetrators That Was Initially Formulated In 2023 To Address The Conduct Of Gsts To Ssa Perpetrators By Pnp Officers. The Said Module Was Pilot-tested Among Male Members Of An Organization Championing The Elimination Of Violence Against Women Everywhere In November 2023. It Was Observed That The Survivor-centric Approach Of The Module Is Not Appropriate Nor Fitting As A Guide To Facilitate Gst Sessions Among Ssa Perpetrators. Furthermore, As The Results Of The Pilot-tests Of The Gst Module Made It Apparent That It’s Not Fitted To Ssa Perpetrators, It Follows That The Said Module Cannot Be Used By The Primary Users Of The Training Guide, I.e. The Pnp Officers And Individuals Who Will Be Tapped To Facilitate The Conduct Of Gst To Ssa Perpetrators. In Relation To This, The Ssa Training Guide On Gst For Perpetrators That Will Be Developed Will Endeavor To Put In Its Core The Perspective Of The Ssa Perpetrators And Consider During The Training Guide Formulation The Mindset Of An Ordinary Perpetrator, The Ways To Aid Them To Understand Gad Concepts In A Simplified Manner, To Be Aware Of Gender Issues And The Impact Of Their Actions That Aggravate Inequality, For Them To Realize The Fault In Their Actions, And For Them To Adopt Corrective Measures In The Future To Transform Their Behavior. To Achieve These, The Development Of This Training Guide Will Require The Services And Expertise Of A Subject Matter Expert (sme) Who Has Sufficient Experience In Training Guide Development, Advocacy, Awareness-raising, Training And Information, Education Communication (iec) Materials Development On The Ssa. Engaging The Subject Matter Experts On Ssa Will Help Align The Said Training Guide With The Standards And Core Messages On Gad, As Well As The Prevention And Response To Gbsh. Further, The Ssa Training Guide On Gst For Perpetrators Will Be Pilot-tested With Select Pnp Officers And Men Opposed To Violence Against Women Everywhere (move) In Aklan To Evaluate Its Effectiveness Among Different Participants Who Can Possibly Be Future Facilitators And/or Trainers. The Pcw-tsrcd As Lead Division In Charge Of Developing Standard Modules On Gad, Will Work Closely With The Sme And Will Co-write The Training Guide. Thus, The Smet Is Expected To Closely Coordinate And Provide Guidance To The Tsrcd Team In This Endeavor. B. Objective/s The Ssa Training Guide On Gst For Perpetrators Is Envisioned To Equip The Duty Bearers (i.e. Pnp Officers And First Responders To Ssa Cases) With The Standard And Right Information, Appropriate Core Messages And Relevant Presentation Materials To Implement The Penalty Of Community Service Inclusive Of Gst For Ssa Violators Who Committed The First Offense Under The Law. Moreover, The Training Guide Also Aims To Educate And Increase The Awareness Of Ssa Perpetrators On Recognizing That They Play A Role In Creating A Safe Space For All. At The End Of The Development Of The Ssa Training Guide, It Is Aimed To Achieve The Ff: ● Create A Pool Of Trainers, Particularly Men, From Pnp And Members Of Move-aklan Chapter Who Are Equipped To Use The Training Guide And Facilitate The Conduct Of Gst On Ssa Perpetrators; And ● Enhance The Capacity Of Pcw-tsrcd Team Members In Writing The Ssa Training Guide On Gst For Perpetrators, And Similar Learning Modules In The Future. C. Scope Of Work The Sme/consultant Is Expected To Assist The Pcw-tsrcd In The Development Of The Training Guide On Gst For Ssa Perpetrators, Which Will Include Preparatory Or Desk Work, Actual Module Development And Post-module Development Activities. The Engagement Is Expected To Start On May 1, 2024 And End By October 31, 2024. In Close Coordination With The Ssa Training Guide Team And The Tsrcd Chief Gad Specialist, The Consultant Is Expected To Deliver The Following Services And Outputs: 1. Review Of The Gst Module For Ssa Perpetrators Developed In 2023, And Related-literature, And Prepare The Outline And Recommendations On How The Training Guide Will Be Drafted C. Prepare Writeshop Design In Preparing The Training Guide D. Facilitate The Conduct Of Writeshop For Select Pcw-tsrcd Team Members E. Consolidate Drafted Training Guide As Output Of The Writeshop F. Submit To Pcw The First Draft Of The Training Guide For Comments And Revise According To The Feedback Received G. Submit The Second Draft Of The Training Guide To Pcw To Be Used During The Conduct Of The Training Of Trainers (tot) 2. Conduct Of The Training Of Trainers (tot) Using The Drafted Ssa Training Guide On Gst For Perpetrators A. The Pcw Will Forward To The Sme/consultant The Consolidated Comments And Recommendations From The Iaocssa And Mancom, As A Basis For The Final Draft Of The Training Guide. B. Final Meeting Between The Sme/consultant And Pcw To Review The Drafted Training Guide On Gst For Ssa Perpetrators C. Submit The Final Version Of The Training Guide To Pcw, Based On The Final Meeting Conducted. Minimum Qualification/s The Consultant For The The Safe Spaces Act (ssa) Training Guide On Gender Sensitivity Training (gst) For Perpetrators Must Have The Following Qualifications: ● Has Substantial Knowledge Of And Experience In Facilitating Sessions On Gad And Gender Sensitivity Training (gst); ● Has Extensive Experience In Advocacy, Consciousness- Or Awareness Raising And Iec Materials Development On The Subject Of Gender-based Sexual Harassment (gbsh), Violence Against Women (vaw) And/or Gender-based Violence (gbv), Human Rights And Gender And Development (gad); First-hand Experience In Advocating For The Safe Spaces Act An Advantage. ● Has Demonstrated Expertise On The Development Of A Training Module And User’s Guide, Which Will Include Structured Learning Exercises, And Standard Presentation Materials; ● Familiar With Government Processes, Such As Procurement And Government Accounting And Auditing Rules And Regulations; And ● Has A Bachelor Or Master’s Degree Preferably In Any Of The Following: Gender/women And Development; International Relations/studies; Business Administration/ Management; Social Development; Development Studies/management; Economics; And Social Sciences And Other Allied Courses. G. Working Conditions And Arrangements The Ssa Training Guide Consultant Shall Have Constant Communication And Coordination With The Tsrcd Lead Officer On The Ssa Training Guide Development Via Email And Phone Communications Or Online Meetings. The Consultant And The Ssa Training Guide Development Team Can Also Meet Face- To-face As Requested And Arranged At Least One Week Before The Scheduled Meeting. Further Arrangements That Are Agreeable And Convenient To Both Parties Can Be Discussed Once The Consultant Is On-boarded.
