The Pcso Now Calls For The Submission Of Eligibility Documents For A Marketing/public Relations Agency To Craft And Implement An Effective Integrated Marketing And Communications Campaign To Further Establish The Agency’s Brand And Reputation, And Enhance Public Recognition Of Its Charitable Services And Gaming Products . Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Pcso Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe), Procedure. The Technical And Financial Proposals Shall Be Given Corresponding Weights Of Eighty-five Percent (85%) And Fifteen Percent (15%), Respectively.
