The County Of Perth Is Soliciting Proposals For A Consultant To Perform A Road Network Rationalization Plan Which Intends To identify And Recommend (if Any) The Transfer Of Specific Roads From County To Local Municipal (download), And/or From Local Municipal To County (upload) In Order To Right Size Or Confirm The Hierarchy Of Roads Within The Regional Road Network And To Ensure That The Upper-tier (county) Road Network Functions As An Arterial Network As Intended. A System-wide Review Is Not Required At This Time As The Jurisdiction For Most Roads In The Current Municipal Road Network Serving Perth County Are Functioning Within Their Intended Role. The Scope Of The Review Will Be Limited To A Review Of The Existing County Road Network, And Local Municipal Roads Identified For Inclusion In The Review Based On Correspondence Received From The Local Perth Municipalities.  The Primary Focus Of This Project Is To Carry Out A Review Of All County Roads Within The County Road Network And To Rationalize, Through The Use Of Criteria Developed Through The Guidance Of The Consultant Under This Assignment, If Road Jurisdiction Should Shift To The Local Municipalities Or Remain Within The County Road Inventory. Likewise, A Listing Of Local (lower-tier) Roads Are To Be Reviewed Against The Same Criteria To Determine If Their Jurisdiction Should Transfer To The County.  The Consulting Team Will Be Multi-disciplinary With Expertise In Strategic Transportation And Land Use Planning, Transportation Demand Management, Transportation Modeling And Public Consultation Regarding Transportation Matters And Municipal Operations.   The County’s Road Network Rationalization Plan Will Be Multi-phased And Will Be Considered As Two (2) Separate Parts. Responses To This Rfp Should Speak In Detail To Only The Rationalization Study (phase 1) Of The Project. Beyond Providing Details Speaking To Phase 1, The Respondent Is Only To Confirm Whether The Consultant Is Capable And Interested In Performing Phase 2 Of The Project, Study Implementation Plan.  The Results Of Phase 1 Will Determine The Requirements Of Phase 2 And Decisions On How To Proceed Will Be Made At That Time.
