Contract notice – general guideline, standard regulation Open procedure (services) Procurement of research services in applied cybersecurity for the Hmdi The subject of this tender is the procurement of research services in applied cybersecurity for the Hessian Ministry of the Interior, Security and Homeland Security for a maximum total term of 4 years. Procurement of research services in applied cybersecurity for the Hmdi The aim is to conclude a framework agreement for a maximum total term of 4 years for the procurement of research services in applied cybersecurity for the Hessian Ministry of the Interior, Security and Homeland Security. Cyber criminals and foreign states use a broad portfolio of rapidly changing attack mechanisms. There is a permanent cycle of new forms of attack and the resulting defense strategies. Knowing the current "state of the art" is absolutely not enough to get ahead of the situation. It is rather essential to know the "state of research", to push research and knowledge acquisition in an application-oriented manner geared to one's own needs and to integrate the results into the prevention and recovery processes. Since increasingly sophisticated cyber attacks (technology and methodology) are increasing rapidly, the need for scientific support for the state administration of Hesse is permanently high. Therefore, close cooperation with a clearly scientifically oriented institution is the ideal solution. The services are divided as follows: - Applied research, scientific advice and support in the area of cyber security O A maximum requirement of around 310 person days (pt) per year is expected. - Personnel-related cyber security measures Practical training in attack defense and corresponding scientific accompanying studies using modern and advanced technical tools and simulation of attacks. O A maximum requirement of approximately 60 Pt Pa is expected. The total anticipated maximum requirement is therefore approximately 370 person days (pt) Pa and thus approximately 6.73 person years (pj) over the entire term of four years. When providing services, one person year corresponds to 220 person days and one person day (pt) to eight hours. No minimum purchase quantity is agreed - this is intended to be a guide for the bidders. The contractor must be able to provide all of the services comprehensively. The specific calls are determined in the coordination process (e.g. regular Jour Fixe). They should build on one another over the entire term of four years and thus cover the entire range of services. The specific requirements and calls arise from the dynamic changes in the threat. A massive push towards digitalization has further exacerbated existing security risks - for example, working from home, digital communication services such as video conferences or fake news and hate comments or the vulnerability of critical infrastructures. The services outlined below are therefore to be understood as basic and at the same time exemplary and can be adapted at any time as required. Applied research in the field of cybersecurity - Monitoring of relevant current and future topics with a close cybersecurity focus and support of agenda setting for the decision-maker level (e.g. CISO) and support at symposia and think tank meetings - Monitoring and support for the operational level, for example the efficient detection of new phenomena of digitization through the application of artificial intelligence, challenges in the use of next generation firewalls and the development of corresponding transfer formats UA using studies and workshop formats - Development and evaluation of prototypes and products for practical use - Research and further development of structures and processes for the effective and efficient improvement of cybersecurity - Contract research into current cybersecurity topics - Control and coordination of all services, personnel-related measures for cybersecurity, practice-oriented training of employees in the Hmdi division using modern and advanced technical tools and simulation of attacks. Stress situations are to be practiced in maximally realistic attack situations, if possible in virtual environments, and security skills are to be trained. Simulated, realistic attacks are to be carried out in real time with realistic kill chain scenarios on technical platforms, and the participants are to be trained for emergencies in quasi-real scenarios. The pace and complexity should be variable depending on the level of experience of the teams. The scenarios and the solution concepts to be communicated must be tried and tested and correspond to the current state of applied security research. If necessary, the scenarios must be adapted to the client's (new) requirements in the coordination process. The place of performance for the services to be provided is the Hessian Ministry of the Interior, Security and Homeland Security, Friedrich-Ebert-Allee 12, 65185 Wiesbaden. The Hessian Ministry of the Interior, Security and Homeland Security is the only one authorized to purchase and access the services.
