The Konradsdorf comprehensive school is a comprehensive school with an upper secondary level in the Wetterau district with a total of six buildings situated on a slight slope. There are also two other buildings directly adjacent to the school site, which are assigned to the neighboring Erich Kästner School (special school). The school site is conveniently located outside of built-up areas, directly adjacent to the Hessian state domain of Konradsdorf. Due to the now aging structural and technical condition of the interior rooms and roof areas and the results of various regular inspections (including defects from GVS, SV/SK inspections), extensive renovation work is required in the main building and in the sports hall at the school site from a fire protection point of view during ongoing school operations. As part of the defect rectification, a large number of minor defects have already been remedied in 2021 - 2022. However, it turned out that some technical and conceptual defects can only be remedied by taking a higher-level look at the main building and the gymnasium. However, an overarching measure required for this should not only relate to fire protection issues. A holistic approach must be taken due to individual dependencies that cannot be ignored, such as energy aspects or necessary adjustments to the current standards at schools in the Wetterau district. Due to the complexity, a concept including a schedule is required, among other things, as school operations should be disrupted as little as possible by the construction work. For organizational reasons and for better clarity, the necessary planning services should be divided into the following titles: - Title 1.1 Interior renovation of the main building - Title 1.2 Interior renovation of the sports hall Titles 2.1 and 2.2 can be commissioned optionally and subject to the approval of the registered budget in the 2025 budget: - Title 2.1 Roof renovation of the main building (optional*) - Title 2.2: Renovation of the outer shell of the sports hall (optional*). A separate offer sheet is enclosed for each title, each title is to be invoiced separately. The pollutant report/demolition/disposal concept is also to be offered and invoiced separately. For the sports hall, a "demolition and new construction" should also be considered as a possible option, which should be compared with "renovation" (including an economic analysis and, if necessary, a feasibility study). If, from an economic and, if necessary, technical perspective, the "demolition and new construction" option comes into effect for the sports hall as part of the basic investigation, the subsequent orders for Lph 2 - 4 for the associated titles 1.2 and 2.2 of the sports hall would no longer apply. These partial services Lph 2 - 4 of titles 1.2 and 2.2 and their remuneration claims would end after completion of Lph 1, without the need for a separate termination. Titles 1.2 and 2.2 would have to be put out to tender again and separately for the sports hall for procurement reasons. The exact extent of the interior renovations must be discussed and finally agreed upon during the planning meetings with the internal and external planning participants. For this purpose, decision templates may be required on a recurring basis as part of the (pre-)design planning, which should show appropriate alternatives if required (e.g. for cost savings). Economic efficiency is always the focus and also applies to the later operation of the building. As part of initial considerations, some contents and costs from the point of view of individual trades for titles 1.1 and 1.2 have already been compiled for the individual trades and are included as contributing documents in the appendix. Using the contributing documents, the scope to be examined can at least be roughly estimated in advance and essentially reflects the subject areas to be considered as part of the measure. Energy aspects or requirements (e.g. from GeG) that would arise, for example, when systems are renewed or modified, must be examined, assessed and taken into account in detail. In addition, further requirements may be necessary from energy considerations (e.g. insulation of installation lines of the KG 400). By 2020, the external walls of the main building had already been upgraded with ventilated facades including thermal insulation and the window systems including the necessary Venetian blinds as part of an energy renovation. Both buildings should be examined in principle with a view to achieving an EH55 standard or better. This applies both to the system technology affected as part of the interior renovation and to the optionally tendered service of renovating the affected outer shells (titles 2.1 and 2.2).
