The long-term planned "suite" is to be based on a jointly used database (CMDB), offer a common user interface and enable processes across the various modules. Procurement of ITSM software modules and associated services (on-premises) The purpose of this tender is to conclude a framework agreement with a system house or a manufacturer for the procurement of software modules from a software manufacturer of an ITSM solution, which can be expanded in the long term to form a comprehensive "suite" in the sense of an integrative solution. The long-term planned "suite" is to be based on a shared database (CMDB), offer a common user interface and enable processes across the various modules. The individual modules are to be introduced gradually over the coming years, starting after the contract has been awarded with the three prioritized software modules of "software asset management (SAM)", "unified endpoint management (UEM)" and "patch management for Windows systems". The modules are each intended to cover a user group with their end devices of 1,500 people, whereby these must each include up to 3 end devices of a user within the scope of the license. In further steps, the introduction of modules of a "trouble ticket system" to support the service desk and the functions of a "self-service and request management system" for interaction with end users and for mapping workflows are planned. As part of the planned expansion, the subsequently introduced modules should be able to be integrated into the existing environment without reinstalling it or extensively adapting it, thus offering a gradually growing solution of integrated IT service management.

These LANs, with a total of around 300,000 connection points provided, form - together with the connecting wide area network (WAN) - the basic infrastructure for all IT communication in the state of Hesse. Central services are provided in three data centers, and a fourth location is under construction. In recent years, the number of systems managed by the network operations team (STN), network planning and the system and network monitoring team has almost doubled. A willingness to work outside of normal working hours if required is required. Contract notice – general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) Piloting a matrix-based communication channel for G2C communication Fitko was founded on January 1, 2020 as a legal entity under public law (aör) jointly sponsored by the federal government and the states in Frankfurt am Main. As a small and agile organization, Fitko forms the operational substructure of the IT Planning Council and supports it organizationally and technically as well as in the performance of its tasks. The FITKO is intended to bundle the federal activities for the digitalization of the administration, be responsible for the coordination and controlling of the projects and products of the IT Planning Council, coordinate the implementation of the Online Access Act (OzG) and further develop the federal IT architecture. The object of the service is the implementation of the project "piloting a messenger communication channel for G2C communication". The project is a project of the Federal IT Architecture Board by resolution of July 12, 2023. The Federal IT Architecture Board supports and advises the IT Planning Council on strategic issues in the development and implementation of IT architecture measures. The board's tasks include, among other things, the initiation of architecture projects and the short-term provision of urgently needed solutions as part of the implementation of the Online Access Act. The Architecture Board also accompanies infrastructure projects with impacts on the federal IT architecture with so-called "project sponsors". The client is planning a proof of concept using an easy-to-use communications solution based on the matrix standard that integrates seamlessly into the existing IT landscape of the public administration. To implement the project, the services to be provided by the contractor as part of the project are defined in the service description. The service description contains detailed information about the scope and quality of the services to be provided by the contractor as a service provider, as well as technical, organizational and temporal framework conditions that must be observed by the contractor when providing the service as part of the service obligation. It also describes which cooperation services the client will provide. The client's goals and the resulting challenges are also described in order to convey a comprehensive picture of the overall project that the contractor must take into account when providing the service. The subject of the service provision is the conception, development and piloting (including quality assurance) of an easy-to-use solution for communication with government agencies, as well as the related IT consulting by the contractor. These services to be provided are remunerated according to expenditure and are provided in an agile approach in close coordination with the client; more detailed regulations on remuneration can be found in this service description, in the contract and in the price list as an appendix to the contract. Piloting a matrix-based communication channel for G2C communication The services to be provided by the contractor are services; (including covert) temporary employment is not intended or desired. Within the initial contract term of 12 months, the client and contractor will jointly develop a functional minimum viable product (mvp) that demonstrates the technical feasibility, functionality, scalability, performance and resilience of the developed solution. The subject of the service is also the operation of a test system. The test system is used to demonstrate the functionality of the developed solution to external stakeholders and to carry out load and performance tests. Provision and operation of the test environment including support and maintenance (especially updates) are remunerated as a flat rate per month, as stated in the price sheet. Integration of the developed communications infrastructure into the productive environments of existing third-party systems is not part of the services to be provided. However, the intention for later productive use should generally be taken into account when designing, developing and piloting the MVP. Part of the service is the integration of the developed communications infrastructure into test environments of existing third-party systems. Operation of a productive environment is not part of the services to be provided. Overview of the partial services to be provided: (1) Conceptual design and consulting services, including: (x) Creation of mockups / click dummies and evaluation of UX concepts. (x) Creation of a solution architecture for the target image described in Chapter 2.5 of the service description, taking into account the framework conditions described in the service description and those to be defined by the client during the course of the project. (x) Creation of a migration concept to support a possible migration from the current technical state to the production of the developed system. The implementation of the migration is not part of the subject matter of the contract. (x) Creation of necessary extensions to the matrix specification (MSCS). (x) Consulting services for piloting the connection of specialist procedures to the developed communication infrastructure. (x) Support of requirements management - software development services, including: (x) Development of an app for mobile access to the created communication infrastructure. (x) Adaptation of an existing web interface for web-based access to the created communication infrastructure. (x) Development of a lightweight demo client to display the activities of specialist authorities. (x) Extension of the client's existing SDKs to support third parties in connecting to the developed communication infrastructure. (x) Extensions to existing SDKs and other components from the Matrix ecosystem. (x) Development or conceptual consideration of a self-service functionality for specialist authorities and operators of online services. (2) Provision of comprehensive documentation for manufacturers of specialist procedures. (3) Provision and operation of a test environment including support and maintenance. (4) Carrying out load and performance tests. Target image: The aim of the project defined in the service description is to test a matrix-based communication infrastructure for bidirectional, process-related application follow-up communication between specialist authorities and applicants. Preliminary information as a call for competition – general guidelines, standard regulations (services) General planning service Hoai for the expansion of the 2nd biological stage 1. Initial situation The Sindlingen sewage treatment plant has currently been expanded to include 4 aeration tanks and 3 secondary clarification tanks. Contents of the project are: planning and construction of 2 aeration tanks and 1 secondary clarification tank, as well as the integration of these tanks into the existing structure. 2. Description of the project 2.1 New aeration tank The aeration tanks are rectangular tanks with longitudinal flow. Their internal dimensions (LxWxH) are approximately 59.6x11.6x5.0m. An underground distribution channel runs along the northern front of the four existing aeration tanks. Next to a large wastewater area, a smaller channel for the return sludge is installed. A pipe branches off from each of these two channels to feed the aeration tanks. These pipes cross an open space in front of the aeration tank that is approx. 5.3 m deep and covered with grid plates. There is a manually operated slide valve, a flow meter and an electric slide valve for each pipe string. The wastewater now crosses the tanks lengthways. The air distribution line runs through 3 separately controlled areas and is led downwards in the middle of each zone. At the southern end of the tank, the wastewater falls over an overflow edge into a collecting channel. The channel directs the wastewater via a distribution structure to the secondary clarifiers. 2.2 Distribution structure The channel leads from the outlet of the aeration tanks via a coagulant addition to the distribution structure. The wastewater is then led via a siphon into a round spring pot. The source tank is divided into three equally sized drainage areas, which then lead to the respective secondary settling tanks. 2.3 New secondary settling tank The secondary settling tanks are designed as round tanks. The wastewater is led from the distribution structure into the secondary settling tanks via underground pipes. It flows into the middle of the tanks. The drainage channel is suspended on the edge of the secondary settling tanks. The clear water can flow into the drainage channel on both sides. It is fed to the further treatment steps via a collecting line. The round tanks have a bottom clearing shield and a floating sludge scraper. The settled sludge is led via the bottom clearing shield into the middle of the tank and from there via a collecting line to the screw pumping station. There it is lifted and returns to the aeration tanks by free fall. The floating sludge is led via pumps on the secondary settling tank in a separate line towards the return sludge pumping station. Two centrifugal pumps lift the floating sludge there. 2.4 Connections and integrations The required inlet and outlet channels to and from the planned basins must be provided. In particular, the distribution structure must be examined in detail to clarify whether a new construction or an extension of the existing structure is possible. The electrical components required in each case must be integrated into the existing switchgear and the control panel extended. The vertical distance between the aeration basins to be planned and the switchgear is around 90m as the crow flies. The distance between the secondary clarification basin to be planned and its switchgear is around 200m as the crow flies. Additional content is the planning and construction of a new service road around 240m long. The creation of an accompanying landscape management plan in conjunction with the Hessian compensation ordinance is also part of this project. 2.5 Tests and simulations At the start of the measure, the existing structure is to be recorded and tested. The results of this will then be incorporated into the further planning of the new structures to be built. The hydraulic cross-section must be checked and revised in accordance with the planning. The return sludge pumping station and the air supply to the aeration tanks are to be tested for their capacities in order stage 1. Various load scenarios are to be represented by a simulation. No further planning is being carried out for the return sludge pumping station and the air supply. Flow simulations are to be carried out using CFD for the existing inlet channels, including the new ones to be built, to the aeration and secondary clarifiers, in particular the distributor structure. Three load cases or operating states to be determined by the SEF are to be simulated. A preliminary test in accordance with Uvpg §5 Paragraph 1 Number 1 is required for the planned expansion of the Sindlingen wastewater treatment plant. Whether this results in the requirement for a formal EIA depends on the results of the preliminary examination. 3. Planning services according to Hoai 2021 The following service descriptions, special and additional services are to be carried out. The planned units are to be connected to the power supply and the existing control room at the Ara Sindlingen in terms of electrical, measurement, control, and instrumentation.

The school property is approximately 11,863 m² in size, has a gradient of approximately 4 meters and borders on the busy Moltkering. The Helene Lange School is an experimental school in the state of Hesse, which is to be restructured and converted to be barrier-free in accordance with the three main themes of modern school requirements - all-day care, individualization of learning and inclusion. There is a pedagogical school concept and a coordinated spatial program. A mass study was carried out for the Building Department in 2021, with the result that the main building is to be completely renovated, but the specialist classroom building and the sports hall are assessed as dilapidated. The existing 1-field sports hall is to be replaced by a 2-field sports hall in accordance with DIN 18032. It is not to be used as a meeting place in accordance with H-vstättr, but only as a sports hall for school and club sports without spectators. There are contaminated areas in all parts of the building. This is also why school operations will be completely outsourced for the demolition, construction and renovation period. The interim measures are not the subject of the contract. Further information can be found in the task description. Subject of the service to be commissioned Object planning of outdoor facilities in accordance with Hoai 2013, as amended in 2021, Part 3, Section 2, § 38-40, service phases 1-9 Basic services. In addition, for the special services listed below: 1. Assisting with the application for and invoicing of funding 2. Assisting with the retrieval of funding after comparing it with the actual costs 3. Drawing up and calculating life cycle costs 4. Creating a flood certificate for the planning area 5. Monitoring the elimination of defects within the limitation period 6. Monitoring development and maintenance The basic services will be remunerated on the basis of Hoai 2013, as amended in 2021. A fee that falls below the basic fee rate or exceeds the upper fee rate, as well as a deviation from the other fee rates, is permitted. If desired, these should be indicated by specifying a discount in the fee offer (percentage and absolute) and, if necessary, explained in the cover letter. The special services will be remunerated at a flat rate based on the offer you have submitted. It is planned to award the execution work to individual trades. Options There will be a step-by-step call for services (options), subject to the committee resolutions on the further implementation of the project and the decision of the contracting authority in the further course of the project: Stage I: Lph 1-4, Stage II: 5-9 If the contract is awarded in this tendering procedure, the following services will be called up first: Stage I: Lph 1-4 The contractor undertakes to provide the further services if no more than 6 months have passed since the completion of the last transferred service and the client has announced the transfer in good time, i.e. at least 4 weeks in advance. The order for the further stages or sections is made in writing. The contractor has no right to call up individual and/or all stages and cannot derive any further claims (e.g. for damages or an increase in fees) from non-calling up.
