The daycare center is a replacement building for a facility that has been eliminated in the Nordenstadt area. There is a legally valid development plan that must be partially replanned for the planned construction project and will be exempted from its stipulations within the framework of Section 31 (3) of the Federal Building Code. Both the city planning office and the building inspectorate of the state capital Wiesbaden have approved this procedure. In close coordination with the authorities and the user of the daycare center, an urban development plan was drawn up and initial floor plan diagrams were examined as part of a feasibility study. The result of this study forms the basis for further planning within the framework of this tender (see point 2, general conditions). Initial situation The new "Hainweg" residential area in Wiesbaden-Nordenstadt has been under development since 2017 on a 21 hectare field that was previously used for agriculture. The state capital Wiesbaden reacted to the sharply increasing demand for living space in recent years, which, according to forecasts, will continue in the future. The entire development offers space for around 650 residential units. In addition to residential buildings, various social facilities were also created. In the north of the residential area is the "drk Kita Hainweg", in the southern area the "kita Kiebitzweg" was opened at the end of 2023, which is located on the ground floor of a residential building. The center of the district is formed by a neighborhood square and a spacious green belt, the Hainpark. With the current task, a third daycare center is to be built on the eastern edge of the residential area as a replacement for a facility that has been eliminated. The daycare center had to give up its old location in Nordenstadt and has since been housed in a temporary container on the site of the Kita Heerstrasse. Given the still high demand for living space, the replacement building is to be built as a residential and daycare building with a daycare center on the ground floor (and partly on the first floor) and apartments on the upper floors. Requirements The building to be planned has two usage units (daycare and living), the developer and client is SEG. SEG will offer and rent the apartments on the open housing market, and SEG will rent the daycare center to the Office for Social Work. The Office for Social Work will be included in the planning process as a user. All costs arising during the planning process are to be kept separate for the two usage units, living and daycare. The tender should be split into two lots as far as possible. Otherwise the costs are to be divided between the two usage units based on a factor. There is a space program for the daycare center drawn up by the Office for Social Work, which serves as the basis/minimum requirement for the planning of the 4-group daycare center. The apartments to be planned on the 1st and 2nd floors are not subsidized, but should be based on the standard of subsidized housing. The feasibility study results in eight residential units (2 to 3-room apartments) with sizes between 50 sqm and 75 sqm, which serve as a guide. The exact apartment mix is to be specified in further planning in coordination with the Ag. The building should not have a basement if possible (different submission compared to the feasibility study, Appendix 1). For the daycare center, the following room program of around 1,016 sqm in total plus around 1,042 sqm of outdoor area is to be used as a planning basis (see also Appendix 7 - Daycare center room program): - 4 cross-age groups with 168 sqm - Common areas with 122 sqm - Commercial areas with 88 sqm - Management/administration with 73 sqm - Outdoor facilities with at least 1,042 sqm The group rooms are to be adequately provided with sun protection and acoustic ceilings. Direct access to the sanitary and sleeping rooms is required from the respective group room. The accommodation of the group rooms on the ground floor is desirable, ground-level access to the outside areas is essential. A second structural and independently accessible escape route must be provided from all educational rooms (including multi-purpose room and project rooms) (e.g. external staircase, if necessary with an escape balcony in front). One staff toilet must be provided for each care area. A parents' area with a parents' café and waiting area in the hallway area is desirable. In the case of a 2-storey daycare center, an elevator must be planned. Subject of the service to be commissioned: Object planning of buildings and interior spaces in accordance with Hoai 2013, as amended in 2021, Part 3, Section 1, § 33-37, service phases 1-9 basic services. In addition, the special services listed in the draft contract (appendix 02d). Further detailed information about the services to be commissioned can be found in the attached description of tasks and services and the associated annexes (appendix 02a). Other planning services are not the subject of this tendering procedure. The basic services will be remunerated on the basis of Hoai 2013, in the 2021 version. The formal language of the individual buildings, some of which are interconnected by connecting corridors and buildings, is typical for the construction period. The overall picture is amorphous. An overall design concept cannot be recognized. The heterogeneous overall picture means that the school lacks an “address”, a clearly defined entrance. The space available no longer meets demand. Parts of the afternoon care had to be relocated to the community center. The implementation of contemporary educational concepts is not possible in the existing floor plan structures. In addition, the existing buildings B and K have significant deficiencies such as a lack of accessibility, functional and organizational deficits, static deficiencies, inadequate fire protection and a need for energy-related renovation. Based on the above points, it was decided to demolish buildings B and K and replace them with a new building, which would also include the additional rooms for care and the cafeteria. In addition to eliminating the above deficiencies, the new building will also give the school a recognizable "address" with a well-placed main entrance. Buildings A, G, F, H and I will remain. Building A houses the administration, the teachers' room and 3 therapy rooms. The rooms in building G are used as specialist classes for music and crafts. Buildings H and I are used by the special needs school. Building A will have a small extension with technical rooms and additional storage space. The existing building G will have an emergency staircase as a second escape route with access to the room on the ground floor that is currently used as a common room. Project description extension Building B, which is currently adjacent to building A, will be demolished. Part of the basement of building B will remain standing and will serve as the floor slab for a new single-storey extension to the existing building A. Additions must be made to the demolition edges of the remaining basement. The new extension is planned to be built using timber construction, with timber frame walls (partially insulated) and a roof structure with roof beams, timber formwork and foil sealing. The outer walls will have a suspended, ventilated timber cladding. In the area where building B is to be demolished, the existing gable roof of building A must be supplemented with timber rafters and tile covering. The newly planned extension will include a technical room for the new house connection for the electrical supply to the Erich Kästner School area, as well as a technical room for the heating supply to building A. A storage room will also be created for the school's play equipment. Project description New building The new school building consists of two rectangular structures, slightly offset from one another, which are connected at the junction by a central entrance hall. Due to the topography, the southern structure is 3-storey, with a ground-level connection to the lower schoolyard, and the northern structure is 2-storey, with a connection to the upper schoolyard. The entrance hall is the central access element of the building. Access is via the entrances from the lower and upper schoolyard. The open, spacious staircase leads to the respective floors, and the elevator, which is also connected to the entrance hall, ensures barrier-free access to all floors. The clear concept of the open entrance hall offers good visual connections to all areas and thus enables good orientation in the building. The entrance hall is not just a circulation area, but a central communication zone or meeting point for students, and invites people to linger, especially with the staircase on the ground floor, which has been widened to form seating steps. The ground floor area extends only under the southern building. In this area, on the slope side, there is a central toilet core as well as storage and technical rooms. Facing the schoolyard is the large dining room with an attached kitchen and the necessary ancillary rooms. The kitchen has its own delivery from the south. The dining room has generous glazing facing the schoolyard and a large opening to the entrance hall. This opening can be closed using a mobile partition wall, or opened to the entrance hall if required, thus enabling this area to be used in a variety of ways. The dining room on the ground floor is to be made available to Cappel residents and clubs for parties or other external events outside of school hours. The classrooms are on the two upper floors. Each floor of each building contains a cluster, a so-called "learning house". The classrooms and differentiation rooms of the clusters are grouped around a central middle zone, which serves both as access and as an extended teaching area. This middle zone is structured and furnished in such a way that it can be used for teaching purposes for individual or group work, but also for supervision. Appropriate openings between the classrooms and the middle zone provide views and thus ensure that the children are well supervised. Each cluster also has a small teacher's base, so that the clusters are self-contained, "self-sufficient" learning houses with which the student community can identify and which strengthens the group feeling.
