The Ebsdorfergrund comprehensive school is to receive new space for the support classes in grades 5 and 6 in the form of clusters through demolition and extension. The shoemaker's building currently has 9 classrooms, 4 specialist classrooms, 1 teaching materials room and in the basement are the technical areas for the drinking water supply and the location of the inverters for the photovoltaic system. A fundamental component of the expansion measure is the new conception of the learning spaces for the six-stream support level wing in the form of clusters. The second main component of the extension to be planned is the accommodation of a school cafeteria with food serving for 200 people per shift. The kitchen area required for this is to be planned as a full kitchen. The food is not only served there, but also produced. When designing the building, attention must be paid to the structural implementation during ongoing operations. There are no plans to completely relocate the school to create space for construction. The school complex is currently supplied by local heat and oil condensing boilers (redundancy). A mechanical air conditioning system in accordance with legal requirements must be planned. The work rooms should be able to be naturally lit and ventilated in accordance with occupational health and safety guidelines. The lighting systems are to be planned in accordance with the "Guidelines for interior lighting with artificial light in public buildings" and the "Lighting of workplaces with display screens in public buildings" (publisher Amev). Barrier-free construction is a mandatory quality requirement for educational facilities. This is why special attention must be paid to it. The different user requirements in terms of motor, sensory or cognitive nature must be taken into account. People with mobility and sensory impairments should be able to access all areas, both external and internal, on an equal basis. In the 1-phase, non-open implementation competition, a competition work created in accordance with the specifications of the competition was awarded a prize by the jury. The competition plans of the successful bidder are attached to these procedural documents for information as the basis for this procedure and the further planning steps. No specifications have been made so far for central/decentralized systems (ventilation technology, water and heat supply). When planning begins, these points are to be developed by the HLS technology specialist planning with the assistance of those involved in the planning. Appropriate concepts for the technical building equipment are to be developed that are tailored to the location. In principle, the different educational room concepts (clusters or open learning areas) are to be taken into account when planning the system technology and any impairment of the different teaching methods, e.g. through sound transmission and air flow behavior, is to be avoided. In addition, there are around 90 addresses spread across the entire municipal area that lie between the development boundaries of the individual districts, in the so-called outlying locations. These are predominantly private and agricultural properties, but a smaller number are also municipal properties (e.g. water houses, sewage treatment plants, transformer stations, etc.) and commercial sites (e.g. wind turbines). These addresses are often characterized by their isolated location and large distances from their respective neighbors and only have low bandwidths. The undersupply and thus also the eligibility for funding was proven as part of a market research process. In the course of the commercial expansion, no telecommunications company was able to develop these properties in an economically viable manner. The city of Naumburg now wants to have these outlying locations expanded with broadband connections that guarantee at least a symmetrical supply of 1 Gbit/s. Both the federal and state governments have already promised funding as part of the multi-stage application process as part of the "economic viability gap". A bidder must comply with and fulfill the respective guidelines and requirements of the federal and state approval authorities. An overview of the addresses to be supplied is attached in tabular form and as a plan. The addresses / target points are divided into two lots. Interested bidders will be invited to submit an offer after the end of this competition and if they are suitable. A negotiation procedure follows.
