Contract notice – general guideline, standard rule Open procedure (services) General planning services for the renovation of the main building and gymnasium at the Konradsdorf comprehensive school General planning services for the interior renovation of the main building and gymnasium at the Konradsdorf comprehensive school, Am Kloster 7, 63683 Ortenberg General planning services for the renovation of the main building and gymnasium at the Konradsdorf comprehensive school General planning services for the interior renovation of the main building and gymnasium at the Konradsdorf comprehensive school, Am Kloster 7, 63683 Ortenberg. The Konradsdorf comprehensive school is a comprehensive school with an upper secondary level in the Wetterau district with a total of six buildings situated on a slight slope. There are also two other buildings directly adjacent to the school site, which are assigned to the neighboring Erich Kästner School (special school). The school site is conveniently located outside of built-up areas, directly adjacent to the Hessian state domain of Konradsdorf. Due to the now aging structural and technical condition of the interior rooms and roof areas and the results of various regular inspections (including defects from GVS, SV/SK inspections), extensive renovation work is required in the main building and in the sports hall at the school site from a fire protection point of view during ongoing school operations. As part of the defect rectification, a large number of minor defects have already been remedied in 2021 - 2022. However, it turned out that some technical and conceptual defects can only be remedied by taking a higher-level look at the main building and the gymnasium. However, an overarching measure required for this should not only relate to fire protection issues. A holistic approach must be taken due to individual dependencies that cannot be ignored, such as energy aspects or necessary adjustments to the current standards at schools in the Wetterau district. Due to the complexity, a concept including a schedule is required, among other things, as school operations should be disrupted as little as possible by the construction work. For organizational reasons and for better clarity, the necessary planning services should be divided into the following titles: - Title 1.1 Interior renovation of the main building - Title 1.2 Interior renovation of the sports hall Titles 2.1 and 2.2 can be commissioned optionally and subject to the approval of the registered budget in the 2025 budget: - Title 2.1 Roof renovation of the main building (optional*) - Title 2.2: Renovation of the outer shell of the sports hall (optional*). A separate offer sheet is enclosed for each title, each title is to be invoiced separately. The pollutant report/demolition/disposal concept is also to be offered and invoiced separately. For the sports hall, a "demolition and new construction" should also be considered as a possible option, which should be compared with "renovation" (including an economic analysis and, if necessary, a feasibility study). If, from an economic and, if necessary, technical perspective, the "demolition and new construction" option comes into effect for the sports hall as part of the basic investigation, the subsequent orders for Lph 2 - 4 for the associated titles 1.2 and 2.2 of the sports hall would no longer apply. These partial services Lph 2 - 4 of titles 1.2 and 2.2 and their remuneration claims would end after completion of Lph 1, without the need for a separate termination. Titles 1.2 and 2.2 would have to be put out to tender again and separately for the sports hall for procurement reasons. The exact extent of the interior renovations must be discussed and finally agreed upon during the planning meetings with the internal and external planning participants. For this purpose, decision templates may be required on a recurring basis as part of the (pre-)design planning, which should show appropriate alternatives if required (e.g. for cost savings). Economic efficiency is always the focus and also applies to the later operation of the building. As part of initial considerations, some contents and costs from the point of view of individual trades for titles 1.1 and 1.2 have already been compiled for the individual trades and are included as contributing documents in the appendix. Using the contributing documents, the scope to be examined can at least be roughly estimated in advance and essentially reflects the subject areas to be considered as part of the measure. Energy aspects or requirements (e.g. from GeG) that would arise, for example, when systems are renewed or modified, must be examined, assessed and taken into account in detail. In addition, further requirements may be necessary from energy considerations (e.g. insulation of installation lines of the KG 400). By 2020, the external walls of the main building had already been upgraded with ventilated facades including thermal insulation and the window systems including the necessary Venetian blinds as part of an energy renovation. Both buildings should be examined in principle with a view to achieving an EH55 standard or better. This applies both to the system technology affected as part of the interior renovation and to the optionally tendered service of renovating the affected outer shells (titles 2.1 and 2.2). The exact project and service description as well as further information can be found in the tender documents. Please ask any questions promptly before the offer deadline expires using the Had's messaging function.

Contract notice - general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) Assistance area management - Living centers for the municipality of Schöffengrund in Schöffengrund-Oberwetz The municipality of Schöffengrund and its district of Oberwetz were included in the urban development funding program "living centers" (formerly: "active core areas in Hesse") of the state of Hesse. An integrated urban development concept (hereinafter: "ISEK") was drawn up for the municipality in September 21. As a result, the assistance area management is to be implemented. The service provider commissioned after the first EU-wide tender had to terminate the activity it had started. The plan is to transfer the process management for the funding program, which has been running for several years, to a Efficient office to be awarded. Due to the resulting fee volume, an EU-wide tender for these services is necessary. The services required for this are to be awarded with the local award procedure (EU-wide negotiated procedure with a preliminary competition). Funding area management - Living centers for the municipality of Schöffengrund in Schöffengrund-Oberwetz The municipality of Schöffengrund was included in the federal-state program "Living centers" in small towns and communities in Hesse in December 2020. A key measure for implementing the program is the establishment of external funding area management. The external funding area management is the central hub for the implementation of the measures resulting from the Integrated Urban Development Concept (ISEK). The ISEK was created in September 2021 for the core area of the Oberwetz district in the municipality of Schöffengrund. The funding area management is intended to network the various actors, measures and instruments as well as the funding structures and coordinate the resulting areas of action. The service is provided in close coordination with the municipality of Schöffengrund and the funding body (ha Hessen Agentur in turn in conjunction with the Wi Bank). In particular, the following service components are to be provided: 1. Management of the "living centers" funding program including associated advice - overall management and coordination of the individual measures and projects resulting from the ISEK in close coordination with the municipality and the funding body (time and financial planning with cost monitoring in accordance with the overall financing plan). - Updating the ISEK. - Initiation and management of participation processes involving the various interest groups for the implementation of measures such as citizens, the "local partnership", other local actors/associations, political committees, the administration and planning offices. - Evaluation of process progress, monitoring and reporting for the Wi-bank and for the Ha Hessen Agency. - Advice to the municipality on all issues resulting from urban monument protection. - Support of the administration in the preparation, awarding and monitoring of public planning and construction contracts to ensure compliance with the funding conditions, cost, time and action plans (this also includes the preparation of tender documents for requests for planning and expert services). - Leading project meetings, including their minutes. - Preparation and follow-up of meetings of political committees. - Advice to actors in the funding area with regard to funding options and requirements as part of a possible incentive program for property owners. - Preparation of contracts (e.g. modernization measures) with third parties with deadline monitoring to ensure compliance with the funding conditions. 2. Funding management - Implementation of annual applications with preparation and follow-up as part of the funding program. This includes, among other things, applying for funding, auditing, processing and creating electronic accompanying information, interim statements, calls for funds, project sheets, factual reports and proof of use in accordance with the specifications of the Ha Hessen Agency and Wi Bank. - Advice on other funding opportunities from other funding programs for the implementation of measures with implementation of funding management for applications, calls for funds, reporting, interim and final proof of use, factual reports. 3. Public relations - Participation in ongoing public relations in cooperation with the municipality of Schöffengrund, for example by maintaining and updating the existing homepage (https://buergerbeteiligung-schoeffengrund.de/) and articles for print media. For this purpose, the program schedule, upcoming measures, groundbreaking ceremonies, projects carried out, overall annual progress of the program and events held must be described, among other things. The client intends to award the contract by March 15, 2025 if possible. With this announcement, the applicants are provided with the Isek and its annex, which contains a plan showing the spatial scope of the proposed funding area. We also refer to the Guidelines of the State of Hesse for the Promotion of Sustainable Urban Development (rilise) dated October 2, 2017 (stanz. 40/2017, p. 958), which are not published here.

Multi-object planning for a building for the extension of the Otfried-Preußler-School, Dillenburg Object planning for a building for the extension of the Otfried-Preußler-School, Dillenburg Object planning services for buildings in accordance with Part 3, Section 1 HOAI, LPH 1-9 for the extension of the Otfried-Preußler-School, Dillenburg. The district committee of the Lahn-Dill district, represented by the building department - schools, is the sponsor of schools according to the Hessian school law. In this capacity, it is planning the extension of the Otfried-Preußler-School in Dillenburg. The Otfried-Preußler-Schule was built in 1974 and has since been a special needs school with a focus on intellectual development and a department for physical and motor development in Dillenburg in central Hesse. The school currently has around 131 pupils in grades 1 to 10 in 19 classes. Due to the steadily increasing number of pupils and a lack of classroom space, two primary school classes have been taught at the Donsbach primary school since the 2021/2022 school year; in the 2022/2023 school year, further classes were relocated. The current project is intended to supplement the range of classroom space and enable the reintegration of the relocated school classes. In order to be able to optimally reflect the school's space requirements, a feasibility study for the extension/new building was drawn up in May 2022. The existing floor plans of the Otfried-Preußler-Schule and variant 5 from the feasibility study by the architectural firm Freischlad + Partner, Haiger, as of May 2022, are attached to this document for information. The planning services in question for the building project planning are awarded as a staged contract. It is intended to initially commission service phases 1 to 4 for the overall project.

The aim is to commission one contractor with all service packages. There will be no lot-based award or tendering. The bidders can only submit one fee offer (in accordance with appendix 11 tender form in Excel format or appendix 12 tender form in PDF format) and must carry out all service packages. The corresponding eligible costs are already specified in the offer form and may not be changed. This also applies to the other content. By submitting his offer, the contractor undertakes to provide all the services listed in the construction, object and service description. This also applies to services for which no price inquiry has been made in the offer form because their scope is not fully clear in advance (e.g. because the planning basis or inventory is still missing). For these services, the client and the contractor must reach a respective fee agreement and agree it in writing before these services are requested. The client also reserves the right to extensions and options. These are listed under the point "extensions and options". The contractor must also be prepared for these services and undertakes to provide these services by submitting his offer and the other documents. The evaluation of the documents and offers is carried out in accordance with the award criteria and the evaluation matrix (appendix 10). This is done for point 3. Fee offer (in connection with the assessment according to Appendix 1) to 4 decimal places, otherwise for points 1 to 2. without decimal places. For budgetary reasons, the contractor receives a letter of award with attachments from which it is clear how he has to issue the invoice separately, in accordance with the client's specifications. After the order has been placed, a project start meeting takes place. This serves to enable the project participants to get to know each other. The further procedure and the key data should also be explained. The binding period ends on February 28, 2025.
