Contract notice – Sector Directive, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (construction work) Construction of a dedusting system for waste wood bunkers for biomass (waste wood AI to AIIII) at the district heating power plant in Kassel. The municipal works energy + heat GmbH (EWG) plans, builds and operates the district heating network and generation plants in the city of Kassel. The distribution of the district heating is the responsibility of the parent company, the municipal works energy + heat GmbH (STW). The district heating network, with a route length of around 182 km and a connected load of 447 MW, currently covers around 21% of the heat demand in the city of Kassel. The Ewg and Stw have set themselves the goal of specifically expanding the district heating supply through expansion and densification and of decarbonising the piped heat supply in the supply area by 2045 at the latest. A relevant and very timely step in this direction is the phase-out of coal in the district heating power plant. This will replace the energy source brown coal with sewage sludge and waste wood (ai to Aiii). The Ewg has been operating a district heating power plant at the Dennhäuser Strasse site in Kassel since 1988, which generates an electrical output of around 40 MW with a maximum firing thermal output of 150 MW. In addition, up to 80 MW can be supplied to the municipal district heating network as thermal output. The power plant boiler is operated with a circulating fluidized bed combustion system. The fuels currently used include brown coal, hard brown coal and dried and dewatered municipal sewage sludge. The fluidized bed boiler, which is operated in natural circulation, generates up to 180 t/h of fresh steam at 74 bar and 503 °C. The EWG plans to use sewage sludge and waste wood of classes Ai to Aiii for energy generation in the future. The combustion of waste wood results in changed requirements for the system technology of the district heating power plant, for which corresponding construction measures must be planned and carried out. One of the construction measures is the construction of storage and transport facilities for supplying the existing fluidized bed boiler with biomass (waste wood). The dust extraction system to be awarded in the current tendering procedure is intended for a new, closed fuel storage hall (waste wood bunker) to be built by the EWG. The air to be cleaned is extracted from the interior storage area of the waste wood bunker and the two discharge shafts of the train floors and, cleaned via a filter system, fed into an exhaust air chimney with an outlet height of +50 m. The dust separated by the filter system is to be fed to the two conveyors on the fuel conveyor bridge to the existing power plant building Block 2. In Phase 1 (from September 2026), the fluidized bed combustion will be operated after commissioning with the new fuel supply for waste wood, initially together with the previous fuels coal and sewage sludge. After further adaptation of the waste wood conveyor technology in Phase 2 (from September 2027), the fuel supply to the fluidized bed boiler will then be based entirely on the fuels waste wood and sewage sludge. If the contract is awarded by August 1, 2025, the dedusting system will be implemented by the contractor during the summer shutdown in 2026. The subject of this tendering procedure is all necessary planning and engineering services, all required machinery and component deliveries, assembly and commissioning of the mechanical equipment for the dedusting system. Further details and the specific services can be found in particular in the technical specification with attachments. With this Europe-wide tendering procedure, the EWG wants to select a reliable, efficient and qualified company that will carry out the necessary planning and construction services in accordance with the specifications of the tendering documents in good time by November 13, 2026. Contract notice – general guideline, standard regulation Open procedure (services) Exempted school transport The service to be provided includes the implementation of transport services as part of the exempted school transport for pupils with special care needs, starting with primary school up to the end of middle school (approx. 5 years - approx. 18 years), who live in Hanau. The service includes the daily transport of currently 262 pupils who have to be driven from their home to school and back. The implementation of internship trips and the implementation of necessary individual transport are also part of the required service provision (note: internships usually start at 8:00 a.m.). In addition, educational trips to other teaching locations must also be carried out. Depending on the care and support needs of the pupils, the service area extends to all schools and educational institutions that come into question, both within the city area and outside. The number of schools to be visited can change at any time; schools can be added or removed. The service will be divided into two lots. Bidders can apply for both lots. Lot 1 Special needs schools: Daily school transport of pupils (SUS) to the following four special needs school locations: Elisabeth-Schmitz-Schule, Bertha-von-Suttner-Strasse 10, 63457 Hanau (currently 34 SUS) Frida-Kahlo-Schule, Am Atzelsgraben 1, 63486 Bruchköbel (currently 28 SUS) Friedrich-Fröbel-Schule, Wichernstrasse 14, 63477 Maintal (currently 122 SUS) Johann-Hinrich-Wichern-Schule, Jahnstrasse 2, 61130 Nidderau (currently 42 SUS) Lot 2 Pre-school transport and inclusion trips: Daily school transport of pupils (SUS) to pre-school and inclusion locations. Daily school transport for pupils to the following nine school locations: Preparatory classes: Eichendorffschule, Marienstraße 19, 63457 Hanau (currently 7 pupils) Erich-Kästner-schule, Lortzing Straße 20, 63452 Hanau (currently 2 pupils) Friedrich-Ebert-schule, Schillerstraße 2, 63456 Hanau (currently 8 pupils) Limesschule, Alter Kahler Weg 1, 63457 Hanau (currently 5 pupils) Tümpelgarten-schule, Akazienweg 1, 63452 Hanau (currently 6 pupils) Inclusion trips: Eichendorffschule, Marienstraße 19, 63457 Hanau (currently 1 pupil) Eppsteinschule, Doorner Straße 49, 63456 Hanau (currently 1 pupil) Heinrich-Heine-schule, Karlsbader Straße 12, 63454 Hanau (currently 2 students) Lindenauschule, Rue De Conflans 4, 63457 Hanau (currently 3 students) Pestalozzischule, Ramsaystraße 12, 63450 Hanau (currently 1 student) The promotion period on which this advertisement is based extends over a total period of four school years, beginning with the first school day of the 2025/2026 school year (August 18, 2025) and ending on the last school day of the 2028/2029 school year (July 13, 2029). This corresponds to around 752 school days. An extension option for a further school year is possible. The estimated occupied mileage is currently around 770,000 Bkm (occupied kilometers) for Lot 1 and around 99,000 Bkm for Lot 2 for a total of 752 school days. This performance is variable and can be exceeded or undershot. The pupils to be transported can be found on a separate pupil transport list, which contains the name and address as well as other special features, such as wheelchair users and accompanying persons (note: the accompanying persons are acquired through the contractor. The costs are then settled by the contractor with the respective integration assistance institution, e.g. KCA). The departure and arrival times to be observed are also stored there. The list is updated as required. The personal data provided of the pupils to be transported is subject to data protection and must be treated as strictly confidential. The data lists provided must be stored in a protected manner. The employees must be instructed and sworn to confidentiality. A written confidentiality agreement for the employees assigned to the transport must be drawn up and kept by the contractor. This can be requested by the client for inspection at any time. The transport takes place exclusively on school days in Hesse. This is usually around 190 days a year. Exceptions are the movable holiday days. Note: From the 2026/2027 school year, the legal right to all-day care comes into force. As things stand, this provides for schools to be closed for a maximum of four weeks. Additional transport services may therefore be required during school holidays. The journey time for each student must not be longer than 60 minutes, unless the client issues other instructions in individual cases. In addition to a known number of pupils to be transported, various factors (e.g. class cancellations, people moving in and out) can lead to short-term changes within the transport period, to which the contractor must respond flexibly (see also 3.03 of the service description). Accompanying persons will be transported if required. The contractor will take care of the complete route and tour planning. The route plans must be submitted to the client at least one week before the transport begins. The departure and arrival times of the pupils to be transported will be communicated to the parents immediately by the contractor, at least one week before the transport begins. Care must be taken to ensure that the parents do not receive the full names and addresses of the other pupils. In order to comply with current data protection regulations, this personal data is always treated confidentially by the contractor. In this context, reference is made to section 1.06 of the service description. Lot 1 special schools: The service is divided into two lots. Bidders can apply for both lots.
