Procurement of ITSM software modules and associated services (on-premises) The purpose of this tender is to conclude a framework agreement with a system house or a manufacturer for the procurement of software modules from a software manufacturer of an ITSM solution, which can be expanded in the long term to form a comprehensive "suite" in the sense of an integrative solution. The long-term planned "suite" is to be based on a shared database (CMDB), offer a common user interface and enable processes across the various modules. The individual modules are to be introduced gradually over the coming years, starting after the contract has been awarded with the three prioritized software modules of "software asset management (SAM)", "unified endpoint management (UEM)" and "patch management for Windows systems". The modules are each intended to cover a user group with their end devices of 1,500 people, whereby these must each include up to 3 end devices of a user within the scope of the license. In further steps, the introduction of modules of a "trouble ticket system" to support the service desk and the functions of a "self-service and request management system" for interaction with end users and for mapping workflows are planned. As part of the planned expansion, the subsequently introduced modules should be able to be integrated into the existing environment without reinstalling it or extensively adapting it, thus offering a gradually growing solution of integrated IT service management.

The subject of the contract is the award of specialist planning services – structural planning, planning of thermal building physics and planning of preventive fire protection – for the renovation and extension of three buildings in the Kranichstein hunting lodge. Structural planning The client, the Hessischer Jägerhof Foundation, was founded in 1952 with the support of the State of Hesse as a non-profit foundation under private law with the aim of acquiring and preserving the Kranichstein hunting lodge and its collections. It is the owner of the Renaissance castle Jagdschloss Kranichstein, built in the 16th century, the Baroque armory including an outbuilding, and 14 hectares of park, pond and forest. With the exception of the Bioversum Jagdschloss Kranichstein outdoor laboratory, all of the park areas in the ensemble are freely accessible during opening hours and serve as a place for local recreation and informal cultural encounters. The Hessischer Jägerhof Foundation preserves and looks after the hunting and cultural history collection from the House of Hesse-Darmstadt, which was united in the hunting lodge in 1918 by Grand Duke Ernst-Ludwig of Hesse-Darmstadt, and makes it accessible to the public in the Jagdschloss Kranichstein Museum. It also operates the Bioversum Jagdschloss Kranichstein in the armory, which opened in 2008 and is dedicated to the topics of biodiversity and biological diversity in an interactive exhibition presentation. As an extracurricular learning location and certified educational provider for sustainable development, the Bioversum Jagdschloss Kranichstein also promotes social commitment to environmental protection and sustainability. The Jagdschloss Kranichstein ensemble, former hunting lodge of the Landgraves and Grand Dukes of Hesse-Darmstadt, is today the only surviving 16th century building in the city of Darmstadt that was not destroyed in the war. As a monument, it therefore enjoys special attention from the Supreme Monument Authority. In addition to a 4-star hotel, which is leased by the Hessischer Jägerhof Foundation, the foundation operates two museums, the Jagdschloss Kranichstein Museum with an important hunting history collection of the Landgraves and Grand Dukes of Hesse-Darmstadt, and the Bioversum Jagdschloss Kranichstein, a museum of biological diversity. The construction tasks to be completed now are spread across 3 buildings or locations: 1. Main castle (Kranichstein hunting lodge museum area and event areas) 2. New depot northeast of the hunting armory 3. Armory outbuilding for storage and workshop (only relevant for lot 1) Since the last renovation of the main castle 25 years ago, a considerable backlog of renovations has arisen. Single-glazed windows, roofs, gutters, facades and ceilings must be upgraded and renovated in accordance with monument protection regulations. Barrier-free access is to be implemented in the castle museum using, among other things, an elevator. Sanitary facilities must be supplemented. All security technology (fire protection, burglar alarm systems, property security) and lighting is outdated and needs to be renovated. The building physics situation in the castle museum needs to be improved for the permanent installations and the collection and developed in connection with the heating system, air humidification and dehumidification systems, window shading and UV protection in order to achieve a stable indoor climate suitable for a museum and to prevent further damage to the objects. Large quantities of depot goods are improperly stored in the castle and in the hunting armory. A new depot is to be built northeast of the hunting armory for this depot. A sustainable, energy-efficient construction method and conditioning of the interior area for adequate storage of the collection is to be developed for this depot. The single-storey outbuilding of the armory is to be renovated and converted for storage purposes and as a workshop. The planning and construction of the various areas can and should take place simultaneously or in parallel. The Hessischer Jägerhof Foundation has submitted a funding application to the Federal Government Commissioner for Culture and Media (bkm), the State of Hesse (hmwk) and the City of Darmstadt to carry out the renovation measures. This was approved for performance phases 2-3 (performance phase 1 has already been completed) and approved for the funding period from June 9, 2022 to June 30, 2023. An extension of the funding period until the end of the first quarter of 2026 will be requested. Performance phases 4-9 will be applied for as soon as the eligible costs are determined as part of planning phases 2-3. For the aforementioned measures on the three buildings, funding from the federal government, the state and the city of Darmstadt in the amount of 4.2 million euros has been promised. The property has a total size of 2,648 m2. Connection to the substation The 110 kV connection/looping of the Uw is via an overhead line approx. 300 m away. The underpass to two high-voltage systems is created on the mast, which are then relocated to the Uw. The municipal utilities are also responsible for the 20 kV connection. UW building The UW building consists of a total of five floors, each with approximately 680 m2. The Ug, Eg and 1st floor will be occupied by the electrical equipment of the substation (see list below), whereas a data center will be set up on the 2nd and 3rd floors. The 110 and 20 kV cables will be introduced into the building in the basement. The 20 kV cables will be led directly to the ground floor. This is where the 20 kV primary switchgear is located, which is dimensioned as an air-insulated double busbar system with a nominal current of 2,500 A and a short-circuit current of 25 Ka 3s. The 20 kV star-point switchgear will also be located on the ground floor. This is to be designed as an air-insulated single busbar system with a nominal current of 1,250 A and a short-circuit current of 20 Ka 1s. The 110 kV cables from the basement are led through two shafts into the 110 kV switchgear on the first floor. After the completion of the new extension for the afternoon, the renovation of the existing buildings, i.e. the main building and the annex, is now scheduled. As part of the above-mentioned construction project, an energy-efficient renovation of the two buildings is planned, with the aim of achieving at least the KfW 55 standard. The measures include the installation of new windows and external doors, the insulation of the facade and possible adjustments to the roof structure. There is currently an escape balcony on the extension. It must be checked whether this can be dismantled and then reassembled due to the new facade or whether a new construction is required. Inside both buildings, the old wall and floor coverings as well as the suspended ceilings are to be removed and replaced. In addition, the buildings must be upgraded to ensure fire protection. The technical equipment includes new pipes for various trades, sanitary facilities, radiators and possibly decentralized ventilation units or a central system for the classrooms, as well as new LED lighting. As part of the new construction, the outdoor area and the schoolyard were redesigned. Some areas of the existing building have already been insulated in the base area, but not all. Minor adjustments to the outdoor area must be planned. The school is located in the Rosbach floodplain. Since the measure must be carried out while the school is in operation, it is necessary to draw up a detailed concept and a schedule in advance in order to keep the disruption to school operations as low as possible. At least two construction phases must be calculated. In addition, a pollutant report should be prepared for both buildings in advance.
