Additional service provision of outbound telephony for AOK Hessen. The client concentrates its sales activities in the main sales department. In sales (private and corporate customer sales), potential private customers and key employees in companies are primarily convinced of the client's advantages in the field. Private customer sales are divided into five sales territories, each with a regional sales manager. Corporate customer sales are divided into four market areas, each with a regional group manager, and an in-house team, each with a regional group manager. In total, there are around 120 employees in the in-house and field sales departments. So that the field sales staff can concentrate on acquisition and consulting, appointments are to be arranged by an external contractor. The success of the field service depends, among other things, on the quantity and quality of these appointments. There are two categories of outbound telephony: - customer loyalty (service contacts) and - customer acquisition (telephone appointments). The subject of this tender is to ensure customer loyalty through defined service calls (customer loyalty contacts) as well as contacts for customer acquisition with the aim of scheduling a telephone appointment for a personal consultation for sales. In this respect, the contractor assumes an auxiliary function in fulfilling the client's tasks pursuant to Section 80 of the Social Code Book X and must fully comply with the resulting data protection requirements (Appendix D.04 including appendices/appendices D.04a, D.04b, D.04c, D.04d, D.04e, D.04f, and D.04g). Provision of outbound telephony services for AOK Hessen. The subject matter of the contract is the outgoing telephone contact of various customers (private and corporate customers), partners (cooperation and contractual partners), and interested parties of the client for the purpose of customer loyalty or new customer acquisition by the contractor (service contacts/telephone appointment scheduling). Customer acquisition is primarily carried out through personal consultation appointments, which can take place, for example, as part of home visits to the customer, in the client's customer centers, or virtually. In order to make the best possible use of the existing valuable and sensitive address material, especially from external customers, a professional appointment scheduling for customer acquisition is required. The outgoing telephone contact also includes presentations of the client's products and tariffs, as well as tariffs of cooperation partners, if applicable. For this purpose, customers (private and corporate customers), partners (cooperation and contractual partners), and interested parties of the client are generally contacted Monday to Friday between 10:00 a.m. and 8:00 p.m. (CET), unless otherwise stated in the documents (see Appendix D.03c Campaign Description). The contractor contacts customers by telephone on their landline or mobile network. The landline and mobile numbers are generally connections from Germany. To ensure customer loyalty or the acquisition of new customers after appointments have been made with the client by telephone, various campaigns are carried out (see Appendix D.03c Campaign Description and Section 14 of Appendix D.01 Contract). The client provides the necessary contact details in accordance with the German Unfair Competition Act (UWG). A non-binding capacity plan based on past experience can be found in Appendix D.03b. The number of campaigns to be conducted cannot be definitively determined for the future. Currently, approximately 25 campaigns are being conducted. The healthcare system is subject to constant change, for example, in legislation, case law, and also in market behavior in general, which can repeatedly make it necessary to react spontaneously and immediately. In addition to the planned number of campaigns resulting from past experience, it may therefore become necessary in individual cases to conduct additional campaigns at short notice. It is also possible that planned or ongoing campaigns will be canceled or modified. The total volume estimated in the capacity planning (Appendix D.03b) for the maximum possible contract term of four years, which is derived from the number of campaigns, represents only a forecast based on empirical values from 2023/2024. The forecast quantities can only serve as a basis for the calculation, as the contracting authority has no influence on the changes in the healthcare market, which is subject to constant change. In particular, all information/values in Appendix D.03b are subject to fluctuation and are not to be understood as minimum quantities (the minimum purchase quantity of estimated net contacts is not guaranteed). The estimated net contacts of 730,120 calls for the maximum possible contract term of four years may only be exceeded within the framework of public procurement law. The maximum quantity amounts to 800,000 net contacts (the maximum quantity is not guaranteed). The forecast quantities cannot be conclusively determined for the future. In this regard, reference is made to Appendix D.03b Capacity Planning, which provides the relevant reference values for calculation. Service phases 1-9, outdoor areas, the services to be provided include the service profile for object planning, § 39 Hoai. It is intended to initially award services for service phases 1-3 in accordance with § 39 U. Appendix 11 No. 11.1 Hoai. The client reserves the right to assign the services for service phases 4-9 to the architect in accordance with § 39 U. Appendix 11 No. 11.1 Hoai if the planning and implementation of the construction project continues. The stated contract term represents only the currently estimated duration until completion of the construction project and also includes the optional service phases up to and including section 8, Section 39 and Appendix 11, No. 11.1 of the Hoai (Federal Works Act). The Burgschule is a full-day, 3.5-stream primary school on the way to becoming a full-day school. In addition, two intensive classes are taught at the Burgschule. The attendance rate of the local after-school care program, run by the Main-Taunus district, is currently around 70%. The school currently has 13 classrooms available; additionally, the computer room and the workshop can be used as classrooms through conversion. The school is experiencing increasing student numbers, and four smaller construction areas are being implemented in the school district, increasing the school's classroom requirements to 15 classes in the future. The Burgschule does not have a cafeteria, which is why the students share the cafeteria of the neighboring Freiherr-vom-Stein-Schule. The cafeteria's capacity is no longer sufficient, so additional children use a second temporary food distribution point in the Burgschule basement. In the future, additional dining areas will need to be created in the Freiherr-vom-Stein-Schule's school kitchen. Both distribution points are permanently associated with increased organizational effort and will not meet future demand. An internal feasibility study determined that a structural extension of approximately 1,060 square meters would provide the necessary spatial capacity for a four-stream, modern pedagogical school concept and 100% on-site childcare. The extension will house a cook-and-chill kitchen with a cafeteria, as well as childcare rooms and classrooms. The extension is to be built to passive house standards and subsidized. The standards of the Main-Taunus district must be observed and incorporated into the planning. TGA: A rainwater cistern is planned to be installed, which will be used for toilet flushing. A photovoltaic system will be installed on the roof. Heat will be supplied by the existing gas condensing boiler with CHP in the old building. A central ventilation system is to be planned. The rooms will be equipped with individual room controls. The classrooms will have sinks. The project will be carried out during ongoing operations and must be planned so that school operations can continue.
