Description Invitation To Bid One (1) Lot Supply And Delivery Of Disaster Preparedness Kit For Distribution To Op-proper Officials And Rank-and-file Personnel In Preparation For Natural Disasters And Evacuation Emergencies With Purchase Request Number 23-05-0723 (negotiated Procurement – Two-failed Biddings) 1. The Office Of The President, Through The General Appropriation Act (gaa) Fy 2024 And/or Gaa Fy 2023 Continuing Appropriations Intends To Apply The Sum Of ₱9,322,630.00 Being The Abc To Payments Under The Contract For One (1) Lot Supply And Delivery Of Disaster Preparedness Kit For Distribution To Op-proper Officials And Rank-and-file Personnel In Preparation For Natural Disasters And Evacuation Emergencies (negotiated Procurement – Two-failed Biddings) With Purchase Request Number 23-05-0723. Quotations Received In Excess Of The Abc For Each Lot Shall Be Automatically Rejected At Opening Of Quotations. 2. In View Of The Two (2) Failed Competitive Biddings, The Office Of The President Now Invites Interested Bidders To Participate In The Negotiation And Bids For The Above Procurement Project, In Accordance With Section 53.1 Of The 2016 Revised Implementing Rules And Regulations Of Republic Act No. 9184. Delivery Of The Goods Is Required As Follows: Winning Bidder Must Submit One (1) Set Of The Actual Sample Within The Non-extendible Period Of Five (5) Days From Receipt Of The Notice To Proceed And All The Items Must Be Delivered Within Sixty (60) Calendar Days From The Acceptance Of The Sample Of The Winning Bidder. Bidders Should Have Completed, Within The Last Six (6) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184.
