Description Invitation To Bid One (1) Lot Supply And Delivery Of Various Flags For Cy 2024 (epa) With Purchase Request Number 24-08-0002 (negotiated Procurement – Two-failed Biddings) 1. The Office Of The President, Through The National Expenditure Program Fy 2024 Intends To Apply The Sum Of ₱5,128,108.10 Being The Abc To Payments Under The Contract For One (1) Lot Supply And Delivery Of Various Flags For Cy 2024 (epa) With Purchase Request Number 24-08-0002 (negotiated Procurement – Two-failed Biddings). Quotations Received In Excess Of The Abc Shall Be Automatically Rejected At Opening Of Quotations. 2. In View Of The Two (2) Failed Competitive Biddings, The Office Of The President Now Invites Interested Bidders To Participate In The Negotiation And Bids For The Above Procurement Project, In Accordance With Section 53.1 Of The 2016 Revised Implementing Rules And Regulations Of Republic Act No. 9184. Delivery Of The Goods Is Required Within Fourteen (14) Days After The End User Has Placed The Order For The Specified Item/s And Quantity. Bidders Should Have Completed, Within The Last Three (3) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184.
