Bid Capacity
The bid capacity required in the given tender to bid can be calculated using the formula:
Available Bid Capacity = [A x N x 2] - 0.33xNxB
Where,
A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year
N = Number of years prescribed for completion of work for which bids have been invited.
B = Existing commitments and balance amount of ongoing works with the tenderer.
For a Joint Venture (JV), the bid capacity shall be the arithmetic sum of individual “bid capacity” of all the members.
However, the exact value of the Bid capacity required is not specified.
Technical Capacity
The required prior work experience for the bidder includes certificates and testimonials regarding contracting experience for the type of job for which the tender is invited, along with a list of works carried out in the past. The bidder is required to submit certificates, such as an attested certificate from the client and audited balance sheets, regarding contractual payments received in the past.
The available bid capacity of the tenderer shall be calculated based on the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year.
No specific percentage of similar works completed is mentioned for the bidder. However, for the subcontractor, they shall have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% value of work to be subletted, in the last 5 years. For subletting of work costing up to Rs 50 lakh, no previous work experience of subcontractor shall be asked for.
The value of a completed work done by a member in an earlier joint venture (JV) shall be reckoned only to the extent of their concern or share in that JV for the purpose of satisfying technical eligibility criteria.
