The required prior work experience for the bidder includes successfully completing or substantially completing similar works during the last 07 (seven) years. The specific requirements are: - Three similar works each costing not less than 30% of the advertised value of the tender, - Two similar works each costing not less than 40% of the advertised value of the tender, - One similar work costing not less than 60% of the advertised value of the tender. Additionally, for composite works, the tenderer must have successfully completed or substantially completed similar works for each component, with the same percentage values applying to each component's advertised value. The value and percentage of similar works completed include: - 30% of the advertised value of the tender for three similar works - 40% of the advertised value of the tender for two similar works - 60% of the advertised value of the tender for one similar work - The value of completed work shall be reckoned from the total payment received by the tenderer from the organization - The amount given at specific sections in the completion certificate will be the value of completed work if the nomenclature of work matches with similar nature work. For the given tender, the advertised value is Rs.3,78,59,062.93/-, with components including: - Provision of approach road by heavy duty paver blocks and other associated works, with an advertised value of Rs.2,04,76,971.69/-, - Construction of covered shed (steel structure) for 140 T Crane of ART/RPAN with dock pit and new service building, with an advertised value of Rs.1,73,82,091.24/-. The required prior work experience for the bidder includes having completed similar works with a minimum value. The bidder should have completed at least one similar work with a value of not less than 60% of the advertised value of each component of the tender, or two similar works each with a value of not less than 40% of the advertised value of each component of the tender. The credentials of a wholly owned subsidiary of a parent company will also be considered if the tender is submitted by the parent company. In case of a newly formed partnership firm, the credentials of individual partners from previous proprietary firm(s) or dissolved previous partnership firm(s) or split previous partnership firm(s) shall be considered only to the extent of their share in the previous entity on the date of dissolution/split and their share in the newly formed partnership firm. The work should have been directly awarded to the tenderer by a government organization, semi-government organization, public sector undertaking, autonomous body, or municipal body, and the completion certificate should be as per a specified proforma or format containing all required information. The value of completed work will be considered based on the total payment received, and the amount mentioned in the completion certificate will be the value of completed work if the nomenclature of completed work includes additional components of work. The bidder should submit details of physically completed works in a specified proforma, and the credentials of a partner in a partnership firm cannot be used or claimed in any other firm without leaving the partnership firm. The bidder should have a separate identity, PAN/TAN number, and the partnership firm should have been registered or notarized prior to the date of tender opening. The constitution of the firm should not be modified or altered during the validity of the tender and the currency of the contract, except in cases of succession laws, and any change in the constitution of the partnership firm after submission of the tender should be with the consent of all partners. The bidder should submit a certificate issued by a chartered accountant based on audited balance sheets, and any false certificate submitted by the tenderer will lead to forfeiture of the bid security and further action. The bidder should also submit a completion certificate as per a specified proforma or format, and the value of completed work will be reckoned from the total payment received by the tenderer from the organization. For subcontractors, the requirement is to have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. However, no previous work experience is required for subletting work costing up to Rs 50 lakh.
