Bidders must have successfully completed similar works within the last seven years. This can be demonstrated by completing three similar works, each costing at least 40% of the estimated tender cost or ₹400 crore (whichever is less); two similar works, each costing at least 50% of the estimated tender cost or ₹500 crore (whichever is less); or one similar work costing at least 80% of the estimated tender cost or ₹800 crore (whichever is less). For projects exceeding ₹1000 crore, the minimum eligibility criteria are adjusted accordingly. "Similar works" are defined as residential or non-residential building works of any number of stories. Supporting certificates from the client's organization are required; for private sector work, this includes copies of the Letter of Award and corresponding TDS certificates. The value of executed works includes materials and services supplied by the client free of charge or at a discount, as separately certified by the employer or a chartered accountant. Joint ventures, consortia, and foreign bidders are ineligible. Bidders in joint ventures can only claim proportionate experience based on their share of the work. A company can use the work experience of its subsidiary, but not vice versa. For companies formed after a merger or acquisition, the past work experience and financial parameters of the merged/acquired companies are considered. For companies formed after a demerger, the past work experience and financial parameters of the original company are considered proportionately for five years from the demerged entity's incorporation date. For work experience outside India, bidders must submit a completion/experience certificate issued by the owner, attested by the Indian Embassy/Consulate/High Commission, and an affidavit confirming its accuracy. If the certificate is not in English, an English translation authenticated by the Chamber of Commerce and attested by the Indian Embassy/Consulate/High Commission is required. Bidders from Hague Convention member countries may use an Apostille stamp instead.
