Bidders must have successfully completed, within the last seven years, either three similar works each costing at least 40% of the estimated tender cost; or two similar works each costing at least 50% of the estimated tender cost; or one similar work costing at least 80% of the estimated tender cost. "Similar works" are defined as residential or non-residential building works of any number of stories, or metro projects including station buildings. Additionally, bidders must have completed at least one building with a minimum of eight stories or 24 meters in height, or a metro station building with a minimum height of 20 meters. Stilts and basements are considered as floors/stories, but machine rooms are not. One floor is equivalent to 3 meters of building height. Finally, bidders must have completed at least one basement in a residential or non-residential building, or a metro project with an underground station building, with a value of at least 40% of the estimated tender cost. All work experience must be supported by certificates from the client organization; for private sector work, a Letter of Award and corresponding TDS certificates are also required. The value of work will be considered equivalent to the amount shown on the TDS certificates. Joint ventures and consortia are not eligible. For work done in a joint venture, only the proportionate experience based on the bidder's share is allowed, requiring proof of share/work done. Subsidiary companies' experience can be used by the parent company to the extent of ownership, but not vice versa. For companies formed after a merger or acquisition, the past experience and financial parameters of the merged/acquired companies will be considered if the new entity retains the requisite assets and resources. For companies formed after a demerger, the original company's past work experience and financial parameters will be considered proportionately for five years from the demerged entity's incorporation date. For work done outside India, bidders must submit a completion/experience certificate from the owner, attested by the Indian Embassy/Consulate/High Commission, along with an affidavit. Documents not in English must be translated and authenticated by the Chamber of Commerce and attested by the Indian Embassy/Consulate/High Commission; however, bidders from Hague Convention member countries may use an Apostille stamp instead.
