Description Invitation To Bid For The Supply, Delivery, Installation And Commissioning Of Ict Equipment For Phase 1 Command Center Project Contract Ref. No.: Goods-rio-gaa-2024-ict-command-phase1 1. The National Irrigation Administration-region 10, Through The Gaa Cy 2024 Intends To Apply The Sum Of One Hundred Five Million Eight Hundred Eighty-two Thousand Three Hundred Fifty-two Pesos And Ninety-four Centavos Only (php 105,882,352.94) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Supply, Delivery, Installation And Commissioning Of Ict Equipment For Phase 1 Command Center Project Under Contract Ref. No. Goods-rio-gaa-2024-ict-command-phase1. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The National Irrigation Administration-region 10 Now Invites Bids For The Above Procurement Project. Delivery Period Is Required Within Three Hundred (300) Calendar Days. Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/ Sole Proprietorships, Partners, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Prospective Bidders May Obtain Further Information From National Irrigation Administration-region 10 And Inspect The Bidding Documents At The Address Given Below From 8:00 A.m. To 5:00 P.m., Monday To Friday. 5. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Until April 23, 2024 At 9:00 A.m. Bids Must Be Duly Received By The Bac Secretariat Through Manual Submission At The Office Address As Indicated Below On Or Before April 23, 2024, At 9:30 A.m. Late Bids Shall Not Be Accepted. 8. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 16. 9. Bid Opening Shall Be On April 23, 2024, At 10:00 A.m. Requirements Upon Purchase Of The Bidding Documents: 1) Updated Certificate Of Philgeps Registration (platinum Membership); And 2) Only The Owner/proprietor, Or Authorized Representatives (with Special Power Of Attorney), Board Secretary’s Certificate If A Corporation, Is Allowed To Purchase The Bidding Documents. Pursuant To Sec 34.3(b)(iii) Of The 2016 Revised Irr Of Ra 9184, Post Qualification Will Also Focus On: “iii) Verification And/or Inspection And Testing Of The Goods/product, After Sales And/or Maintenance Capabilities, In Applicable Cases, As Well As Checking The Following: A. Delay In The Delivery Of Goods Amounting To Ten Percent (10%) Of The Contract Price In Its On-going Government And Private Contracts; B. If Any Of These Contracts Shows The Bidders Failure To Deliver Or Perform And Or All The Goods Or Services Within The Period(s) Specified In The Contract Or Within Any Extension Thereof Granted By The Procuring Entity Pursuant To A Request Made By The Supplier Prior To The Contract Price; Or C. Unsatisfactory Performance Of The Supplier’s Obligation As Per Contract Terms And Conditions At The Time Of Inspection If The Bac Verifies Any Of These Deficiencies To Be Due To Bidder’s Fault Or Negligence, The Agency Shall Disqualify The Contractor From The Award, For The Procurement Of Goods. 11.
