N = Number of years prescribed for completion of work for which Bid is invited.
Technical Capacity
The required prior work experience for the bidder includes construction of Eligible Project(s) or undertaking construction works by itself in a PPP project, with a sum total of more than the tendered/Bid value of Rupees 112.19 crore. The experience should be in Eligible Projects in Category 1 and/or Category 3, with a value of at least 20% of the Estimated Project Cost, which is Rs. 22.44 crore.
The bidder should have completed at least one similar work of 20% of Estimated Project Cost, which is Rs. 22.44 crore. The project shall be considered completed if more than 90% of the value of work has been completed, and such completed value of work is equal to or more than 20% of the tendered/Bid value.
The values and percentages mentioned are:
- Tendered/Bid value: Rupees 112.19 crore
- Estimated Project Cost for normal Highway projects: Rs. 22.44 crore
- Percentage of completion required: more than 90%
- Percentage of the tendered/Bid value that the completed value of work should be equal to or more than: 20%
- Minimum Net Worth (Financial Capacity): Rs. 5.61 crore
- Percentage of the tendered/Bid value that the minimum Net Worth (Financial Capacity) should be: 5%
For Category 1, expenditure on construction/maintenance of the project by the Applicant itself should be provided, but only in respect of projects having an estimated capital cost exceeding the amount specified.
For Categories 3 and 4, payments received only in respect of construction/maintenance should be provided, but only if the amount received exceeds the minimum specified.
The bidder should provide a certificate from its Statutory Auditor/client/Engineer-in charge/Independent Engineer/Authority’s Engineer, which includes the total estimated capital cost of the project and the amount received or executed by the bidder.
In case of jobs/contracts executed by a partnership/joint venture, the certificate should include the share of the applicant in the partnership/joint venture and the amount received or executed by the applicant.
The bidder should also provide the estimated capital cost of the Eligible Project, and in case of projects under construction, the likely date of completion or commissioning.
The amount of the tendered/Bid value is Rupees 112.19 crore, and the amount of the Estimated Project Cost for normal Highway projects is Rs. 22.44 crore. The percentage of the Estimated Project Cost that the bidder should have completed is 20%.
The bidder should also have a minimum Net Worth (Financial Capacity) of Rs. 5.61 crore, which is 5% of the tendered/Bid value.

The bidder should provide certificates from its statutory auditors specifying the net worth and the methodology adopted for calculating it. The net worth should be the aggregate value of the paid-up share capital and all reserves created out of profits and securities premium account.
The bidder's experience in joint ventures is also considered, with the requirement to provide a certificate from its statutory auditor or the client, specifying the share of work done for a particular job/contract.
The bidder should provide scanned copies of evidence of availability of items of construction and maintenance equipment, and details of the technical personnel proposed to be employed for the contract.
The bidder's available BID capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, excluding the amount of bonus received, if any. The value of existing commitments, works for which the bidder has emerged as the winner of the bids, or on-going works to be completed during the period of completion of the works for which BID is invited will also be considered.
The amount of bonus received, if any, in EPC Projects during the last 5 years will be added to the calculated available BID capacity.
The bidder should provide scanned copies of experience certificates for each of the last five years, with certificates from the concerned officer of the rank of Executive Engineer or equivalent or higher.
The bidder should also provide a scanned copy of the total monetary value of civil engineering construction and maintenance works performed for each of the last five years
