The required prior work experience for the bidder includes: - Minimum 5 years in environment impact assessment and permitting of highway projects (2/4/6 laning) for Environmental Specialist. - Minimum 10 years of total professional experience, with minimum 8 years in Preparation of Bill of Quantities, Contract documents, and documentation for major highway projects involving two/four laning for Quantity Surveyor/Documentation Expert. - Minimum 15 years as Deputy-Tehsildar or above, with minimum 10 years in Land acquisition for government/authority projects for Land Acquisition Expert. - Minimum 10 years of total professional experience, with minimum 8 years in Utility estimation and relocation/erection of electric/gas/other utilities for Utility Expert. - Minimum 15 years of total professional experience, with minimum 5 years in major Bridge Construction/Development Project for Team Leader cum Senior Bridge Engineer. - Minimum 8 years of total professional experience, with minimum 5 years in project preparation and design of bridge projects for Bridge/Structural Engineer. - Minimum 15 years of total professional experience, with minimum 8 years on Tunnel projects in design and/or construction for Material Engineer. The value and percentage of similar works completed are: - At least two highway projects (2/4/6 laning) for Environmental Specialist. - Minimum aggregate length of 80 km for Quantity Surveyor/Documentation Expert. - At least two projects in Construction Supervision/IC involving 4 laning/6-laning/Expressway of minimum 50 km length and at least two major bridges of a length 500 mtr for Team Leader cum Senior Bridge Engineer. - Minimum two major bridges (length more than 200 m) for Bridge/Structural Engineer. A penalty equal to 0.05% of the contract price per day subject to a maximum 5% of the contract value will be imposed in case of delay in completion of services. The total amount of recovery from all penalties shall be limited to 15% of the Consultancy Fee. For discrepancies in land to be acquired during the execution of the project, a penalty equivalent to 3% of the contract value shall be imposed if the discrepancy is within +/- 2% of the area of land. For discrepancies of more than +/- 2% of the area of land to be acquired, the firm shall be declared as non-performing. For inaccuracies in survey/investigation/design work, penalties shall be imposed as per the given table, with percentages ranging from 0.5 to 1.5% of the contract value. For variation in quantities of various items of utilities shifting during the execution of the project, a penalty equivalent to 3% of the contract value shall be imposed if the variation is within +/- 10% of the quantity estimated by the design consultant. The annual average turnover for the last 5 years of the firm should be equal to or more than Rs.5.00 Crores. For a Lead Partner in a JV, the annual average turnover for the last 5 years should be Rs.3.75 crore, and for an Other Lead partner in a JV, it should be Rs.2.50 crore. In terms of weightage for experience, the following percentages are applicable: - Sole firm: 100% - Lead partner in a JV: 75% - Other partner in a JV: 50% - As Associate: 25% The experience of a firm in preparation of DPR for a private concessionaire/contractor shall not be considered. For evaluation, the firm's relevant experience is given a weightage of 40 points, with 10 points for the firm's profile, turnover, and professionals, and 30 points for the firm's relevant experience in the last 7 years for DPR work. The points are further broken down into: - Nos. of Key Professionals with the firm for more than 1 year: up to 5 points - Specific experience of firms in terms of turnover in last five Financial Years: up to 5 points - Aggregate Length of DPR / Feasibility study of 2/4/6 lane NH/SH/Expressway projects: up to 10 points, with the following sub-points: - More than the indicative Length of the package applied for: 3.5 points - More than 2 times the indicative length of the package applied for: 4.5 points - More than 3 times the indicative length of the package applied for: 5 points - More than 4 times the indicative length of the package: 6.5 points A percentage of 70% marks is required for the CV of the proposed Team Leader to pass the evaluation of Technical Proposals.
