The National Highway Traffic Safety Administration (nhtsa) Is Issuing This Sources Sought Notice To Identify Potential Qualified Small Business (sb), Small Disadvantaged Business (sdb), 8(a) Certified Sdb, Hubzone Sb, Sdvosb, Or Wosb Concerns That May Be Interested In And Capable Of Performing The Work Described Herein To Provide Technical Assistance To States And Local Programs On The Implementation And Operation Of Ignition Interlock Programs And Other Proven Impaired Driving Countermeasures, And Provide Technical Assistance And Associated Needed Financial Resources For The Implementation Of Recommendations Resulting From Impaired Driving Program Assessments And The Use Of Nhtsa’s Duid Tool. nhtsa Welcomes All Qualified Small Business Concerns, With The Appropriate Naics Code And Past Experience To Submit Their Corporate Capability Statements That Demonstrate Their Ability To Successfully Accomplish The Goals Of The Project As Listed Below. Unprecedented Declines In The Drinking And Driving Problem Occurred During The 1980’s. Based On Declining Trends In The Percent Of Alcohol-related Fatalities, Progress Continued Through The 1990’s, Although The Gains Were Far Less Notable. In The New Millennium, Data From The Fatality Analysis Reporting System (fars) Revealed That Alcohol-impaired Driving Fatalities In Crashes Involving A Driver With A Blood Alcohol Concentration Of At Least .08 Percent Declined By Approximately 27 Percent From 13,582 In 2005 To 9,943 In 2014. In 2022 There Were 13,524 Fatalities In Motor Vehicle Traffic Crashes In Which At Least One Driver Was Alcohol-impaired. This Represented 32 Percent Of All Traffic Fatalities In The United States For The Year And One Alcohol-impaired Driving Fatality Every 39 Minutes. In Addition, Drug-impaired Driving Is Growing In Prevalence And Concern Due To A National Opioid Epidemic, States Legalizing Cannabis To Varying Degrees, And The Widespread Use Of Prescription Medications. Despite The Progress Made In Road Safety In General And Impaired Driving In Particular, These Recent Data Make Clear That Continued Action Is Needed. background: nhtsa Has Supported A Number Of Efforts To Support Communities In Implementing The Most Effective Impaired Driving Countermeasures. For Example, Each Year, Nhtsa Facilitates Between Two And Seven Comprehensive State Impaired Driving Program Assessments. These Assessments Bring Together A Team Of Leading Experts To Review The Current Status Of A State’s Impaired Driving Program Highlighting Strengths, Opportunities And Recommendations To Strengthen The Program. The Assessment Process Examines Significant Components Of A State’s Impaired Driving Program Such As Data Linkages, Enforcement, Public Information, Education, And Program Management, All Necessary To Achieve Significant, Lasting Improvements In An Impaired Driving Highway Safety Program. Ultimately, The Assessment Results In A Report With Recommendations To The State. further, Nhtsa Supports Alcohol Ignition Interlocks. Over The Past Two Decades, Technology Has Advanced In The Detection And Monitoring Of Impaired Drivers And Is Now An Important Complement To Behavioral Programs With Breath Alcohol Ignition Interlock Devices Playing A Strategic Role As A Proven Countermeasure To Reduce Recidivism. All 50 States And The District Of Columbia Have Alcohol Ignition Interlock Laws, 34 Of Which Have All-offender Laws, Incorporating Ignition Interlock Devices Into Monitored, State Regulated Programs. The Number Of Currently Installed Ignition Interlocks In The United States Has Increased From 101,000 In 2006 To More Than 336,000 In 2019. Nhtsa Continues To Support Assistance For States To Increase The Use Of Ignition Interlocks And Provide Guidance On State Ignition Interlock Program Administration. to Support States And Local Programs In Addressing Growing Drug-impaired Driving Concerns, Nhtsa Developed The Drug-impaired Driving Criminal Justice Evaluation Tool (duid Tool). The Tool Is Designed To Allow State, Local, Territorial And Tribal Governments To Assess And Strengthen Their Drug-impaired Driving Programs. The Tool Is Available At Nhtsa.gov/duidtool. As Drug-impaired Driving Prevalence Has Increased, So Too Have The Responsibilities Placed On State And Local Agencies Tasked With Reducing Impaired-driving-related Injuries And Fatalities. The Duid Tool Allows Users To Assess Their Existing Programs To Reduce Drug-impaired Driving Through A Systematic Review Of Activities, Policies, And Procedures Being Implemented. The Tool Can Help Jurisdictions Identify Gaps In Their Drug-impaired Driving Programs, Inform Strategies To Strengthen The Programs, And Help Track Progress Over Time Against Baseline Results.
