The National Economic And Development Authority (neda) Mimaropa Intends To Apply The Sum Of Three Million And 00/100 Pesos (php 3,000,000.00), Inclusive Of All Applicable Government Taxes And Charges, Professional Fees, And Other Incidental And Administrative Costs, As The Approved Budget For The Contract (abc), To Payments Under The Contract For The Subject Consulting Services. Proposals Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. Neda Mimaropa Now Calls For The Submission Of Eoi And Eligibility Requirements For The Consulting Services For The Policy Study On The Application Of Select Smart Agricultural Technologies To Improve Agricultural Production In Mimaropa. The Contract Shall Be Completed Within Five (5) Months. To 5:00 P.m., Starting 19 September 2024 Upon Payment Of The Applicable Fee For The Proposal/bidding Documents In The Amount Of Php 3,000.00. The Proposal/bidding Documents May Also Be Downloaded Free Of Charge From The Philippine Government Electronic Procurement System (philgeps) And Neda Websites, Provided That Consultants Shall Pay The Applicable Fee For The Proposal Documents Not Later Than The Submission Of Their Proposals. 4. Neda Mimaropa Will Hold A Virtual Pre-proposal/pre-bid Conference On 14 October 2024, 10:00 Am With Studio Setup At The Neda Conference Room, Neda Regional Office Mimaropa, 3/f Paras Building, J.p. Rizal St., San Vicente South, Calapan City, Oriental Mindoro, Which Shall Be Open To All Interested Parties With Writtenauthorization Letter From Their Principals. Bac Will Be Using Zoom As The Video Conferencing Platform. A Bidder Should Submit A Letter In Advanced, Addressed To The Bac Chairperson Via Electronic Mail Through Mimaropa@neda.gov.ph. Representative/s Should Bring A Letter Addressed To The Bac Chairperson Certifying That The Representative/s Has/have Authority To Speak For And On Behalf Of The Consultant. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Eoi, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Relevant Provisions Of Republic Act (ra) No. 9184, Or The Government Procurement Reform Act (gpra), And Its Revised Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) To Seven (7) Prospective Consultants Who Will Be Entitled To Submit Proposals. 6. The Selection Process Will Be Conducted Through Open Competitive Selection/bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Revised Irr Of Ra 9184. This Procurement Activity Is Open To All Interested Consultants Subject To The Conditions For Eligibility Provided In The Revised Irr. 7. Proposals Shall Be Evaluated Using The Quality-cost Based Evaluation/selection (qcbes) Procedure At A Weight Ratio Of 80% For The Technical Proposal And 20% For The Financial Proposal. The Criteria And Rating System For The Evaluation Of Proposals Shall Be Provided In The Instructions To Proponents/bidders. 8. Neda Reserves The Right To Reject Any And All Proposals, Including That Of A Single Eligible Proponent, Waive Any Minor Deviation In The Submitted Documents Which Will Not Materially Affect The Substance Of The Proposal, Declare A Failure Of Bidding, Annul Theprocurement/bidding Process, Or Not Award The Contract Without Thereby Incurring Any Liability To The Affected Participating Consultant/s. 9.
