Expression of Interest: Consultant for International adb/gef senior chemical and waste specialist and team co-leader To support the national development and reform commission (ndrc) of the people’s republic of china (prc) in preparing the global environment facility (gef) 7 request for ceo endorsement (cer) with annexes for the gef-cleared standalone ksta on innovating eco-compensation mechanisms in the yangtze river basin (yrb). Scope of Work: Prepare the gef7 cer, complying with adb and gef requirements, through (i) conduct multi-level stakeholder consultations for review eco-compensation enabling framework and identification of related cases to develop solutions (e. G. , gross ecosystem product [gep}, performance appraisal tool, etc. ) for gaps in policy framework on eco-compensation, especially the transboundary eco-compensation mechanism; (ii) agree with concerned provincial governments on the proposed design elements for development of an eco-compensation mechanism with government-led comprehensive management action plans on (a) expansion, restoration, and/or improvement of the transboundary protected area system; and promotion of green livelihoods, and (b) pollution control on agricultural plastics and extended producers’ responsibility system; (iii) develop (a) a framework for eco-compensation monitoring system and management platform, including use of the gep indicators; (b) strategic partnerships under the natural capital laboratory initiative of the asian development bank (adb); and (c) a monitoring and evaluation plan for mobilization of green financing; (iv) conduct environmental and social safeguards, climate change risk, and gender assessments, including validation of ecological corridors for expansion, restoration, and/or improvement by protected area authorities; and collection of program structuring-related data for safe disposal, reduction, recycling, and/or substitution of agricultural plastics in the project areas; and (v) seek adb’s approval of proposed standalone knowledge and support technical assistance, ensuring the number of sex-disaggregated direct beneficiaries of the gef investment.
