The National Bureau Of Investigation (nbi), Through Its Special Bids And Awards Committee (sbac), Intends To Apply The Sum Of Three Million Pesos (php 3,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Lease Of 500 Square Meters Of Space For Nbi-iro For The Period Of May To December 2024 Representing: Description Quantity Unit Cost Monthly Rental 6 Months Php 300,000.00 Advance Rental 2 Months Php 300,000.00 Security Deposit 2 Months Php 300,000.00 Total Php 3,000,000.00 Quotations Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The National Bureau Of Investigation (nbi) Now Invites Legally, Technically And Financially Capable Bidders (lessors) To Submit Their Quotation For The Lease Of 500 Square Meters Of Office Space For Nbi-iro Until December 31, 2024, Commencing Preferably On May 01, 2024. 3. B. Space Requirements. The Total Office Space Requirement (rentable Area) Is At Least 500 Square Meters. The Rented Space Must Be A Standard Ready-to-move-in Office. A Determination Of The Actual Measurement Of The Proposed Area Shall Be Conducted Jointly By The Representatives Of The End- User And The Lessor. Nevertheless, If The Area Measured Is More Than The Requirement, The Proposal Shall Be Accepted; Provided, The Excess Area Shall Be Given Free. The Rentable Area Refers To The Total Area In Square Meters Being Occupied Or To Be Occupied By The Lessee Less The Common Area (i.e. Lobby, Stairway, Elevator Hall, Common Comfort Room, Machine Room For Air Conditioner, And Other Areas Of Common Use With The Public Or Other Occupants). 3. Facilities A. Water Supply And Toilet. The Proposed Office Must Have Sufficient Water Supply. Well-ventilated And Adequate Male And Female Comfort Rooms With Working Fixtures, Lavatories, And Mirrors, Exclusive For The Use Of The End-user And Its Clientele Shall Be Provided. B. Electrical, Light, And Ventilation System. The Electrical Power Supply Must Be Fitted With An Appropriate Circuit Breaker Whose Rating Is Sufficient To Accommodate The Minimum Safety Needs For The Total Electrical Load Required For The Operation Of The End-user. The Building’s Common Areas Must Have Proper Lighting And Ventilation Systems. The Proposed Area Must Have Sufficient Electrical Outlets And Fixtures, Lighting Fixtures, And Convenience Outlets, Telephone Jacks/terminals, Which Shall All Be In Good Working Condition. C. It Requirements. The Building/property Must Have Ample Provisions For The Installation Of Internet And Communication Systems (riser, Piping, Etc). The Nbi Should Be Allowed To Make The Necessary Alterations On The Leased Premises For The Installation/repair Of Its Ict Equipment. D. Fire Fighting Tools/equipment. The Building Must Have Appropriate Emergency Exits, Fire Alarm And Detection System, And Appropriate Number Of Fire Extinguishers. 4. Other Requirement. A. Maintenance. The Building Must Be Properly Maintained. The Overall Façade And Architectural Design Must Be Appropriate For An Office Building. The Lessor Shall Allow The End-user To Install Appropriate Signages, Subject To The Approval Of The Lessor, Which Shall Be Issued Within One (1) Week From The Receipt Of The Request. Failure To Act On Such Request Within The Specified Period Will Mean Approval Of The Same. Iv. Free Services And Facilities 1. Security And Sanitation. Should There Be Common Areas Outside The Leased Premises, The Lessor Is Responsible For Providing Security And Maintenance At His Or Her Own Expense. The Common Area Of The Building Must Have A Cctv System, Which The End-user May Access Upon Request. The End-user Must Be Allowed To Install Its Own Cctv System Within In The Leased Space. A Garbage Facility Compliant With The Sanitation Standards Of The Philippines Should Be Provided By The Lessor. 2. Air Conditioning. A Centralized Or Individually Installed Air Conditioning System To Address The Air-conditioning Needs Of The Leased Area Should Be Provided. However, The Nbi Shall Shoulder The Electric Generation Consumption. 3. Repair And Maintenance. 1. The Lessor Shall Apply Pest Control And Rodent Control On All Areas Occupied By The End-user At Least Once Every Three (3) Months; 2. The Lessor Shall, At His Or Her Expense, Undertake Major Repairs And Maintenance Of The Building And Infrastructure (civil, Electrical, Sanitary, Mechanical Equipment/ Systems, Or Components), Which May Be Caused By Natural Or Man-made Calamities; 3. Whenever The Need Arises, Minor Repairs And Improvements Within The Leased Premises Shall Be Allowed At The Expense Of The Nbi 4. The Nbi Shall Retain Ownership Of Any Movable Structure Installed In The Leased Premises And Shall Be Removed Upon Expiration Or Termination Of The Contract. 4. Emergency Power In Case Of Interruption. It Is Highly Preferred That The Lessor Provide A Standby Generator Set To Power The Electrical Needs Of The End-user In Case Of Power Interruption. In Such Case, The Generation Cost For The Power Generation Shall Be For The Account The Nbi. V Cash Advance And Deposit 1. The Nbi Shall Pay Two (2) Months Advance Rental, Which Shall Be Applied To The Period Corresponding To The Last Two (2) Months Of The Contract Of Lease. 2.
