The bidder should have prior work experience, with a requirement for the value of similar works completed. The bidder should have achieved a minimum annual financial turnover of Rs. 780 lakhs for works in progress and completed in all classes of civil engineering construction works in any one year, over the last five Financial years. The bidder should also have experience in successfully completing or substantially completing at least one contract of similar work like Bridge of at least 40 percent of the value of the proposed contract within the last Five financial years, with a value of Rs. 520.00 Lakhs. Substantially completed works mean those works which are at least 90 % completed as on the date of submission. Additionally, the bidder's qualification can be calculated using the formula: (A + B) / N, where A = value at current price level of the works completed during the last 5 years, B = value at current price level of the existing commitments and ongoing works to be completed during the next period of completion of work for which bids are invited, and N = number of years prescribed for completion of the works for which the bids are invited. The bidder should not have abandoned any work or had any contracts rescinded during the last 5 years prior to the bid date. The bidder should not have participated in the previous bidding for the same work and quoted unreasonably high bid prices without rational justification. To qualify for more than one contract, the applicant must demonstrate having experience and resources sufficient to meet the aggregate of the qualification criteria for each contract. The qualification criteria include the applicant's general and particular experience, personnel and equipment capabilities, and financial positions. For works costing above 7.5 crore (Irrigation work) & 7.0 crore (ROAD, BUILDING & BRIDGE), the bidder's qualification will be based on their meeting all the minimum pass/fail criteria regarding their experience, personnel, equipment capabilities, and financial positions. The base year for calculating the experience and financial figures shall be taken as the current financial year, with enhancement factors applied for works completed in previous years. The bidder should indicate actual figures of costs and amounts for the works executed by them without accounting for these factors. The works may have been executed by the applicant as prime contractor or as a member of a joint venture or as a nominated sub-contractor, with weight towards experience of the project given to each joint venture in proportion to their financial participation in the joint venture.
