- Two similar completed works costing not less than the amount equal to Rs. 3,73,90,554.23 /-
- Three similar completed works costing not less than the amount equal to Rs. 2,99,12,443.39 /-
- One similar completed work costing not less than the amount equal to Rs. 5,98,24,886.77 /-
Technical Capacity
The bidder is required to have prior work experience in similar works, with specific requirements as follows:
- The bidder must have completed at least one of the following:
- Two similar completed works costing not less than Rs. 3,73,90,554.23.
- Three similar completed works costing not less than Rs. 2,99,12,443.39.
- A single work costing not less than Rs. 5,98,24,886.77.
- The bidder must have successfully carried out minimum quantities of pipeline work in any one project during the last seven financial years.
- For pipeline work, the bidder should have experience in:
- Procure, Lowering, Laying, Jointing, Testing, and Commissioning of minimum length of metallic pipeline (≥ 200 mm diameter and ≥ 1.30 Km length) or non-metallic pipeline (≥ 75 mm diameter and ≥ 15.30 Km length).
- The bidder should have experience in supply, installation, testing, and commissioning of electro-mechanical works not less than 492.50 KW in a single contract.
- The bidder should have completed works with a value of at least 10% of the estimated cost of the current project, which is Rs. 7,47,81,108.45.
- The bidder should be able to invest a minimum of 25% of the contract value during implementation.
- The bidder should have total monetary value of construction work performed for each of the last five years.
- The bidder should have evidence of access to line(s) of credit and availability of other financial resources facilities (10% of contract value).
- The bidder should have experience in similar work, and should provide information on their proposed sub-contractors and their experience in similar work, with 10% of the bid amount for sub-contracting elements of work.
- The bidder should provide information on their existing commitments and ongoing works, including the value of works remaining to be completed, and the anticipated date of completion.
- The bidder should provide a certificate from the engineer-in-charge for the completed works.
- The bidder should have completed works of a similar nature over the last five years, with details such as project name, employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, and actual date of completion.
- The value of contracts is to be provided in Rs. Crore.
- The bidder should have access to, or have available, liquid assets (aggregate of working capital, cash in hand, and uncommitted bank guarantees) and/or credit facilities up to 25 percent of the value of the contract/contracts applied.
- The bidder should undertake that they will be able to invest a minimum cash up to 25% of contract value of work, during implementation of work.
- The bidder should provide audited balance sheets for the last five years, which must demonstrate the soundness of the applicant’s financial position, showing long-term profitability, including an estimated financial projection for the next two years.
- The bidder should provide information on the quantity of work performed, including the name of the work, name of the employer, and contract reference.
- The bidder should have experience in civil engineering constructions, with the total value of civil engineering constructions work performed in the last five years.
- The bidder should have experience as a prime contractor or nominated sub-contractor, involving execution of all main items of work described in the bid document.
- The cost of completed or executed similar nature of work/O&M shall be given additional weightage of 10% per year to bring them to the 2023-2024 price level, to account for price escalation.
- The bidder's available bid capacity is calculated based on their maximum value of construction works executed in any one year during the last five years, updated at the 2023-2024 price level, and their existing commitments.
- The available bid capacity must be more than or equal to the estimated cost of the work, which is Rs. 7,47,81,108.45.
- The bidder's turnover of the previous year and the cost of completed or executed similar nature of work/O&M will be considered, with additional weightage for price escalation.
- The effective cost of executed work at the previous completed financial year's price level will be calculated using a factor, such as 1.77 for 2018-2019, 1.61 for 2019-2020, and so on.
- For joint ventures, the credit for the bidder which has completed a work in joint venture is allocated in proportion to the stake.
