Description Subject: Procurement Of Hauling Services For The Disposal Of Solid Waste 1. The Municipality Of San Miguel, Through Its Bids And Awards Committee (bac) And Approved Annual Procurement Plan (app) For 2024, Invites Qualified Suppliers To Submit A Price Quotation For The Procurement Of Service Provider For The Hauling, Transport, And Disposal Of Solid Waste. The Total Approved Budget For The Contract (abc) Is Ten Million Pesos (php 10,000,000.00). All Particulars Related To This Procurement Shall Be Conducted In Accordance With The Revised Implementing Rules And Regulations Of Republic Act No. 9184. 2. The Price Quotation Shall Be Quoted In Philippine Pesos, Inclusive Of All Taxes Once The Contract Is Awarded. 3. The Contact Amount Does Not Include The Tipping Fee. The Lgu Of San Miguel Will Make Separate Payments Directly To The Sanitary Landfill, Which Holds An Environmental Compliance Certificate (ecc). This Arrangement Is Governed By A Memorandum Of Agreement Between The Lgu Of San Miguel And The Sanitary Landfill. 4. The Request For Quotation Shall Be Based On The Completion Of 274 Trips From The Municipal Mrf To The Sanitary Landfill, Within The Approved Contract Budget And Without Compromising The Scope Of Service. It Should Include Detailed Pricing Per Trip And Any And All Additional Fees. Quotations Received In Excess Of The Abc Shall Be Automatically Rejected. Payment Terms Will Be Discussed Upon Selection. 5. Quotations Will Be Evaluated Based On Pricing Competitiveness, Accumulated Experience In Similar Projects, Adherence To Technical Specifications And Safety Standards, And The Capability Of Trucks To Haul At Least 30 Cubic Meters Per Load. 6. Each Truck Must Meet The Minimum Load Capacity Requirement Of 30 Cubic Meters Per Trip And Comply With All Safety Standards For Waste Transportation. 7. Each Trip Is From The Central Materials Recovery Facility (mrf) Of San Miguel, Bulacan To The Sanitary Landfill, Covering Basic Operational Cost. 8. All Inquiries And Clarifications Regarding The Request For Quotation Will Be Addressed During The Pre-bid Conference. 9. To Guarantee The Faithful Performance Of The Winning Service Provider Under The Contract, A Performance Bond Issued By A Reputable Surety Company To The Lgu Of San Miguel, Amounting To A Minimum Of Thirty Percent (30%) Of The Total Annual Contract Price, Shall Be Posted. 10. The Municipality Of San Miguel Reserves The Right To Accept Or Reject Any Quotation, Annul The Bidding Process, Reject All Quotations At Any Time Prior To Contract Award Without Liability, Waive Minor Defects, And Accept Quotations Considered Advantageous To The Government. 11. Other Conditions And Penalties: • Hauling Trucks Must Be In Good Condition And Ready For Dispatch At Specified Times. • Penalties Will Be Imposed For Non-compliance, Such As Delays Or Early Departures From The Mrf Without Authorization. • Legal And Environmental Compliance: The Service Provider Should Take Responsibility For Obtaining Any Additional Permits That May Be Necessary From Relevant Agencies. In Summary, Interested Service Provider Must Prepare Detailed Bids Demonstrating Their Ability To Efficiently, Safely, And Within Budget Fulfil The Requirements. Compliance With Environmental Regulations And Operational Standards, Prompt And Accurate Billing, And Adherence To Payment Terms Are Crucial.
