Procurement Will Be Conducted Through Open Competitive Bidding Procedures In Accordance With Ra 9184 And Its Implementing Rules And Regulations. 3. Bidding Is Restricted To Filipino Citizen, Sole Proprietorship, Partnership Or Organizations With At Least Sixty Percent (60%) Of The Interest Or Oustanding Capital Stock Belongs To The Citizens Of The Philippines; 4.
