Prospective Bidders Must Have Experience Of Having Completed One (1) Contract That Is Similar To Indices With A Value At Least 50% Of The Approved Budget For The Contract (abc) And Have Key Personnel And Equipment Available For The Implementation Of The Contract. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In The Instruction To Bidders. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary "pass/fail" Criteria As Specified In The Revised Implementing Rules And Regulations (revised Irr) Of Republic Act. No. 9184, Otherwise Known As The Government Procurement Act.
