Description 1. The Municipality Of Laua-an, Antique, Through The Budget For The Contract Approved By The Local Sanggunian And A Loan With The Land Bank Of The Philippines, Under The Restoration And Invigoration Package For Self Sufficient Economy Towards Up Growth For Lgus (rise Up Lgus), Budget Year 2023 Intends To Apply The Sum Of One Hundred Fifty Million Pesos Only (php 150,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Development/construction Of Public Market, Poblacion, Laua-an, Antique Under The Design And Build Scheme. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Municipality Of Laua-an, Antique Now Invites Bids For The Above Procurement Project. Site Development Completion Of The Works Is Required Within Four Hundred Eighty (480) Calendar Days Or Sixteen (16) Months And Shall Commence From The Date Of The Issuance Of The Notice To Proceed (ntp). Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. The Eligibility Of Design And Build Contractors Shall Be Based On Provisions Of Annex ‘g’, Irr / R.a. No. 9184, Including Legal, Technical And Financial Requirements. In The Technical Requirements, The Design And Build Contractor Should Be Able To Comply With The Experience Requirement Under The Irr/ R.a. No. 9184, Where One (1) Of The Parties Should Have Completed At Least One (1) Similar In Nature Project, Over The Last Five (5) Years From The Date Of Bid Submission, With At Least 50% Of The Cost Of The Abc Of The Project. The Joint Venture/ Consortia Contractor Must Also Submit Class ‘a’ And Class ‘b’ Documents. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures With A Two Step Evaluation Procedure Using Non- Discretionary “pass/fail” Evaluation With A Point System, As Specified In Annex “g” Of Irr/ R.a. No. 9184. 5. Only The Owner Shall Submit The Letter Of Intent And A Copy Of Pcab License Category A Size Range Medium A From June 14, 2024 To June 21, 2024, A Pre-requisite For Attending The Pre-bid Conference, Buy And Drop Bidding Documents For The Project Development / Construction Public Market In Poblacion, Laua-an, Antique Under Design And Build Scheme. 6. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On June 21, 2024 - July 3, 2024 From Given Address And Website/s Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Fifty Thousand Pesos Only (php 50,000.00).the Procuring Entity Shall Allow The Bidder To Present Its Proof Of Payment For The Fees Presented In Person. The Second Envelope [financial Proposal] Shall Contain All The Required Documents For Infrastructure Specified In The Bid Data Sheets And Bid Forms. 8. The Municipality Of Laua-an Will Hold A Pre-bid Conference1 On 21st June 2024 At 2:00 Pm At The 3rd Floor, Conference Room, Municipal Hall, Laua An, Antique. 9. Bids Must Be Delivered And Duly Received By The Bac Secretariat Through Manual Submission At The Office Address As Indicated Below, On Or Before 3 July 2024 At 10:00 Am. Late Bids Shall Not Be Accepted. Bids Sent By Post Or Delivery Service Shall Not Be Accepted. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In The Itb Clause 15.1. 10.
