Requirements Of The Technical Proposal: - The Proponent Is Expected To Deliver And Produce The Following Project Components And Shall Describe The Existing System Features Of The Application Software, Its Approaches And Methodologies. 1. Deliverable - Installation Of The Application Software Barangay Accounting System (ppsas Version) - Hands On Training For Each System Module To Users - Customization Of The Application Software To Adopt To The Users Definition Requirements Which Will Be Defined At The Start Of Project. 2. Technical Expertise Of The Proponent: - The Application Software Must Be Compliant With The Requirements Of The Commission On Audit And Management. - The Proponent Should Have Passed The Technical Evaluation Conducted By User And Technical Working Group. - The Proponent Should Present And Demonstrate All System During The Bid Evaluation Process As Part Of The Technical Evaluation Of The Municipality. - The Proponent Has Completed The Same Lgu Application Systems Project As Stated In Deliverable And Should Be Able To Present The Contract And Notice To Proceed Or Notice Of Awards Showing The Date Of Contract And The Date Of Award And Duly Signed Certification Of User’s Acceptance With Date Of Certification. - The Proponent Has Implemented Barangay Accounting System (ppsas Version) Projects Covering Software Installation And Customization, Database Construction, Project Management And Implementation, Training And Technical Support Within The Past Fifteen (15) Years. - All System Should Be Ready Developed And Available Packages Pre- Developed For Municipal Government Of La Trinidad, Benguet, And Should Have Been Tested And Currently Being Utilized By At Least Ten (10) Lgus/clients For The Past Fifteen (15) Years. All Should Be Operational And Currently Maintained By The Proponent. - The System Should Conform To The New Philippine Public Sector Accounting Standards (ppsas) Or Unified Account Code Structure As Prescribed By Commission On Audit. - All Systems Listed Above Should Be Initially Running And Operational After Three (3) Months Upon Receipts Of Notice Of Proceed. Packaged Application Software - Fully Developed Software Application Solutions, But Flexible As To Customization Requirement Of The Municipal Government - Software Should Be Ready And Data Migration Compatible - Centralized Security Management A) User Log In And Password Protected B) Access Rights Flexibility C) Detailed Log Events & Audit Trail D) Built-in Automatic Back-up Process System’s Functionality Considerations - Application System Software Should Show Completeness & Functionality Based On Government Operation As Per Standards Of The Coa, Lgu Requirement & Actual Office Operation As Per Specifications. Service Specifications: Technical Support Warranty Service: A Three (3) Year Warranty Period On Services On Site For Computers And Standard Software Shall Be Provided And A Three (3) Year Warranty For All Application Software User Support/hotline: User Support And Hotline Shall Be Provided From Monday To Friday During Office Hour Of 8am To 5pm Technical Assistance: Competent And Capable Technical Personnel Shall Be Available Within Twenty-four (24) Hours Upon Receipt Of Call To Fix The Problem Reported By The Lgu. Technical Assistance Shall Be Available To Serve Two (2) Remote Sites At A Given Time. Post-warranty Maintenance Services: 3 Year Coverage Period; 48 Hours Response Time And 7 Days Problem-resolution Performance Standards; Modes Of Service, On-site, On-call, Or Return To Warehouse. Other Requirements: Periodic Preventive Maintenance - A Periodic Preventive Maintenance On All Hardware And Software Installed In The Lgu On A Quarterly Basis For The Duration Of The Warranty Period Shall Be Conducted. - Maintenance Includes Both The Scheduled And Remedial Maintenance. A Maintenance Master Plan Shall Be Prepared Detailing The Scheduled Maintenance Of All Supplied Hardware And S/w. - Within The Warranty Period Of The Application Systems, The Lgu Shall Be Informed Of Any Enhancement Made On The Systems. The New Version Shall Be Made Available To The Lgu. Should The Lgu Decided To Upgrade Its System; The Lgu Shall Coordinate With The Proponent And Prepare A Schedule To Include Appropriate Tasks And Time For Proper Testing And Upgrading. Technology Transfer/training - Training Shall Be Provided To Lgu Staff (and Those Designated By The Lgu) Who Will Be Managing The System. The Training Materials Include Training Courses, Documentation, On-the-job Training (ojt), Computer Based Training (cbt), On-line Help Screens, And Other Methods Required To Provide The Lgu Personnel With The Skills And Learning Experience Necessary To Operate Their Respective Roles In The System. - Aside From The Training To Be Conducted For Ict Supervisor/technical Staff, Coaching And Mentoring Activities Shall Be Undertaken By The Proponent On The Trained Personnel To Ensure Their Readiness To Handle The Day To Day Activities In The Operation Of The Information System To Be Installed. Product Warranty Services: - The Proponent Should Present The Details Of Their After Sales Service After The Implementation Period. The Following Services Are The Minimum Requirements Until Warranty Expires: A) Warranty On Product & Services Shall Be Three (3) Years From Date Of Final Acceptance That Includes Modification, Troubleshooting, Updates, Revision And Customization. Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project.
