Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-774 Resolution Recommending Shopping As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement; Whereas, Procurement Of Office Supplies Is Necessary In The Daily Transaction And Operation Of The Municipal Planning And Development Coordinator, This Municipality; Whereas, Purchase Request Dated May 16, 2024 Is Attached As Office Supplies For The Municipal Planning And Development Coordinator; Whereas, Shopping Is One Of The Alternative Methods And May Be Resorted To Pursuant To Section 52 Of R.a. No. 9184. Under Irr Of Ra 9184, Shopping Is Defined As A Method Of Procurement Of Goods Whereby The Procuring Entity Simply Requests For The Submission Of Price Quotations For Readily Available Off-the-shelf Goods Or Ordinary/regular Equipment To Be Procured Directly From Suppliers Of Known Qualifications. This Method Of Employment Shall Be Employed (a) When There Is An Unforeseen Contingency Requiring Immediate Purchase If The Amount Does Not Exceed P100,000.00; Or (b) Procurement Of Ordinary Or Regular Office Supplies And Equipment Not Available In The Dbm-ps If The Amount Does Not Exceed P200,000.00; Whereas, Under 52.2 Of The Irr Of Ra 9184 The Phrase “ordinary Or Regular Office Supplies” Shall Be Understood To Include Those Supplies, Commodities, Or Materials Which Are Necessary In The Transaction Of Official Businesses, And Consumed In The Day-to-day Operations; Whereas, Section 52.3 Of The Irr Provides That Under Section 52.1 (b) Of This Irr, At Least Three (3) Price Quotations From Bona Fide Suppliers Shall Be Obtained If The Alternative Mode Of Procurement Is Shopping Is Pursuant To Sections 52.1.b And 52.2 Of The Irr Of Ra 9184; Whereas, The Approved Budget For The Contract In The Supply And Delivery Of Office Supplies, Municipal Planning And Development Coordinator, Municipality Of Ibaan, Batangas Is One Hundred Twenty Thousand Pesos Only (p120,000.00). Now Therefore, We, The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Shopping As An Alternative Method Of Procurement Under Sections 52.1.b, 52.2 And 52.3 Of The Irr Of Ra 9184.
