Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary Pass/fail Criterion As Specified In The Revised Implementing Rules And Regulations (irr) Of The Republic Act No. 9184, Otherwise Known As The “government Procurement Reform Act”.
