The Ministry Of Works And Housing (mwh) Has Received Financing From The World Bank Toward The Cost Of The Greater Accra Resilient And Integrated Development Project And Intends To Apply Part Of The Proceeds For Consulting Services. The Project Is Being Implemented Through Five Inter-related Components, Namely: 1. Climate Resilient Drainage And Flood Mitigating Activities; 2. Solid Waste Management Capacity Improvements; 3. Participatory Upgrading Of Targeted Flood Prone Low-income Communities And Local Government Support; 4. Project Management; And 5. Contingent Emergency Response Component (cerc)-covid-19 Emergency Preparedness And Response Project. The Primary Objective Of This Consultancy Assignment Is To Conduct A Comprehensive Gap Analyses And Scoping Of Existing Drainage Standards And Flood Risk Management Regulations And Strategy. This Is To Equip The Ghana Hydrological Authority With Evidence-based Recommendations And A Strategic Roadmap For Updating/developing New Drainage Standards Including Nature-based Solutions Along With Flood Risk Management Strategy/regulations And Design Guide For Developers. The Consulting Services (“the Services”) Is To Provide A Comprehensive Review Of The Existing Flood Risk Management Legal Framework, Review The Roles Of The Various Stakeholders, Identify Gaps And Make Recommendations For The Development Of A Comprehensive Strategy, Drainage Standards And Regulations For Managing Flood Risk In The Country. The Duration Of The Assignment Is Nine Months, Covering The Integration Of Technology, Stakeholder Engagement, And Comparative Analysis Ensures A Robust Foundation For Building A More Resilient And Adaptive Regulatory Framework. The Assignment Is Expected To Start In August 2024. The Ministry Of Works And Housing Now Invites Eligible Consulting Firms (“consultants”) To Indicate Their Interest In Providing The Services. Interested Consultants Should Provide Information Demonstrating That They Have The Required Qualifications And Relevant Experience To Perform The Services. The Shortlisting Criteria Are: A. The Firm Must Legally Registered B. The Core Business Must Include Risk Management, Civil Engineering, Environmental Science, Flood Risk Management And Legal Affairs; C. The Firm Must Be, At Least, 10 Years In Business; D. Should Be Registered And In Good Standing With A Relevant Governing Body; E. Must Have Experience In Scoping Exercises (operational Reviews, Gap Analysis And Comparative Assessment) Related To Flood Risk Management And Resilience; F. Must Demonstrate Experience In Local, Regional, Or National Levels Of Legal Frameworks, Regulations, And Standards Concerning Flood/disaster Risk Management And Storm Water Drainage Infrastructure; G. Must Have Experience In Engaging Diverse Stakeholders, And In Undertaking Community Outreach Related To Flood-related Projects. H. Evidence Of Technical And Managerial Capability. Consultants May Associate With Other Firms To Enhance Their Qualifications But Should Indicate Clearly Whether The Association Is In The Form Of A Joint Venture And/or A Sub-consultancy.
