Expressions of interest : Consulting Firm for Audit of the Automated Maseru City Council (Mcc) Construction Permit System Scope of Work Based on existing laws, regulations and administrative setup, undertake a detailed business process mapping exercise for issuance of construction permits. Review the construction permit system, analyze regulatory, institutional, technical and administrative shortcomings and irregularities and provide concrete recommendations on how the constraints and irregularities can be addressed in the short-, medium- and long-term. Provide recommendations on how the Government of Lesotho can improve its construction permit system in line with global best practice. Provide specifications that would improve existing ICT solution for issuance of building permits. Summarize the requirements into detailed system requirements improvement document to be included in a RFP for software enhancement, and finalize this document after receiving feedback from MCC counterparts on the draft deliverables. Undertake an analytical review of the current procedures applicable to construction permits, taking into account international and regional best practices and the need for Lesotho to compete against other countries in the ease of doing business. Undertake a series of targeted interviews with public and private sector stakeholders and, where necessary teams to determine obstacles creating administrative burden in the issuance of construction permits. Map business processes and recommend practical measures for streamlining procedures for issuance of construction permits. Improve document workflow within MCC. Enhance publicly accessible and transactional website with all information on procedures, steps, and fees on construction permit process in Lesotho. Improve file management system for the MCC. Design digitization of the back-office functions of MCC and digitize the archive wherever possible in order to create automated, predictable and transparent system. Prepare a comprehensive report with recommendations, Terms of Reference and costed action plan for implementation of the proposed reforms.
