Description 1. The Ministry Of Social Services And Development-barmm (mssd-barmm), Through The General Appropriations Act Of The Bangsamoro Fy 2024 (gaab Fy 2024) Intends To Apply The Sum Of Four Million Pesos (php 4,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Consultancy Services For The Conduct Of In-depth Field Research On Sama Women In The Island Municipalities Of Pangutaran, Banguingui, And Siasi In The Province Of Sulu And In The Island Municipalities Of Simunul, Sibutu, And Sitangkai In Tawi-tawi (re-bid). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Ministry Of Social Services And Development-barmm Now Calls For The Submission Of Eligibility Documents For The Above Consultancy Services. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 18 October 2024 At 9:30 A.m. At The Ministry Of Social Services And Development-barmm, Bangsamoro Government Center, Rosary Heights Vii, Cotabato City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. Late Submission Of Eligibility Documents Shall Not Be Accepted. 3. Interested Bidders May Obtain Further Information From The Ministry Of Social Services And Development-barmm And Inspect The Bidding Documents At The Address Given Below During Office Hours From 8:00 Am To 5:00 Pm (monday To Friday). 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting 10 October 2024 – 04 November 2024 At The Address Given Above. Payment Of Five Thousand Pesos (php 5,000.00) For The Bidding Documents Shall Be Paid By The Shortlisted Consultant’s Only. The Mode Of Payment Will Be On A Cash Basis Payable At The Cash Section, 2nd Floor Mssd-barmm, Upon Accomplishment Of Order Of Payment From The Accounting Section Of Mssd-barmm. The Bidding Documents Shall Be Received Personally By The Prospective Bidder Or His Authorized Representative. It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) To Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Criteria/particulars Firm I. Qualifications Of Head Researcher Supervising The Field Researchers And/or Writers Who May Be Assigned To Conduct The Field Study And Prepare The Corresponding Journal Article 20 Points A. Education With Phd In Social Sciences 5 Points With A Master’s Degree In Social Sciences 3 Points B. Related Experience Research On Icc Or Other Vulnerable Groups In Any Barmm Territory 10 Points Research On Icc Or Other Vulnerable Groups In Any Barmm Territory Anywhere In The Philippines 5 Points C. Relevant Trainings Relevant International Trainings On Conduct Of Research Involving Iccs Or Other Vulnerable Groups 5 Points Relevant Local Trainings On Conduct Of Research Involving Iccs Or Other Vulnerable Groups 3 Points Iii. Sufficient Number Of Field Researchers (who Have Bachelor’s Degrees At Least) Engaged Or To Be Engaged By The Consulting Firm - 10 Points There Must Be At Least A Team Of Three Field Researchers For Every Island Municipality Covered Including The Head Researcher. They Can Be The Same Three Researchers Across Six Island Municipalities, But They Must Be Able To Deliver The Covered Services Within Six (6) Months From The Award Of The Contract. For This Purpose, The Prospective Consulting Firm Shall Provide Engagement Agreements/employment Contracts Or Signed Letters Of Intent From Each Of The Researchers And Their Corresponding Curriculum Vitae. Iv. Financial/job Capacity - 20 Points Current Assets – Current Liabilities – 6 Months’ Worth Of Expenses Based On Existing Contractual Obligations Must Be At Least Equal To The Approved Budget Of Contract Grand Total 100 Points Note: The Firm Must Get A Total Of At Least Seventy (70) Points From The Above Criteria To Be Shortlisted. Breakdown And Evaluation Parameters Are Presented Below: *non-organic Personnel May Be Nominated For The Purpose Of Eligibility And Shortlisting Provided That He/she Should Submit A Signed Written Commitment Stating That He/she Shall Work For The Study Once Awarded The Contract. The Personnel To Be Proposed/nominated Under The Technical Proposal (of Shortlisted Consultants) May Also Be Non-organic And May Not Be The Same Personnel Nominated In The Shortlisting. The Team Leader May Only Be Nominated By One (1) Firm. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Ministry Of Social Services And Development-barmm Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe). The Weights To Be Allocated For The Technical And Financial Proposals Are Indicated In Clause 25.1, Section Iii. Bid Data Sheet, Part Ii Of The Bidding Documents. The Criteria And Rating System For The Evaluation Of Bids As Indicated In The Instructions To Bidders Are Provided In Clause 25.1, 25.3 And 26.2, Section Iii. Bid Data Sheet, Part Ii Of The Bidding Documents. 8. The Contract Shall Be Completed Within Six (6) Months Starting From The Receipt Of Notice To Proceed (ntp) And Signed Contract. 9. The Ministry Of Social Services And Development-barmm Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
