For Category 1 projects (PPP projects), the bidder must have held at least 26% equity in the project company, the project's capital cost must exceed 5% of the estimated project cost, and the bidder must have undertaken at least half of the project's construction/maintenance. For Category 3 projects, bidders must have received payments for construction/maintenance work, either fully or partially completed and certified by the relevant engineer. Amounts less than 5% of the EPC will not be considered. In both categories, the supply of goods or equipment is only included if part of a turnkey or EPC contract; land costs and pre-construction activities are excluded. No double counting of experience is permitted. For standard highway projects, at least one similar work representing 20% of the estimated project cost must have been completed. For projects with four or more lanes, prior experience must include projects with two or more lanes. Projects with up to two lanes and paved shoulders are considered regardless of lane configuration.

Bid Capacity is calculated as (A*N*2.5 – B + C), where 'A' is the maximum value of civil engineering works (excluding bonuses) in any one year of the past five years (updated to the current price level), 'N' is the number of years for project completion, 'B' is the updated value of existing commitments and ongoing works to be completed during the project's timeframe, and 'C' is the updated value of any bonuses received in the past five years. A minimum Net Worth of 5% of the EPC and a minimum average annual turnover (updated to the current price level) of 15% of the EPC over the past five years are also required. For joint ventures, the lead member must meet at least 60% of the requirements, and each other member must meet at least 20%, with the joint venture collectively fulfilling 100% of the criteria.

For one aspect of technical capacity, a JV member must have individually completed a similar project representing 20% of the estimated project cost. Eligible projects are categorized, and experience is weighted accordingly. Projects located in OECD countries have their technical capacity scores multiplied by 0.5. The highways sector includes highways, expressways, bridges, tunnels, runways, railways, metro rail, and ports.
