Bidders must demonstrate technical capacity and experience through payments received for constructing eligible projects or undertaking construction work in a public-private partnership (PPP) project. For standard highway projects, at least one similar completed work representing 20% of the estimated project cost is required. A project is considered complete if over 90% of the work's value is finished and equals or surpasses 20% of the estimated project cost. For categories 3 and 4, if the bidder participated in a joint venture, the project cost considered for eligibility is limited to the bidder's share unless the statutory auditor certifies otherwise. Maintenance works are generally ineligible except for those undertaken on an EPC basis. For stand-alone specialized projects, requirements depend on project cost and involve minimum size and cost thresholds.

The assessed available bid capacity is calculated using a formula based on the maximum value of civil engineering works executed in any one year during the last five years, existing commitments, and bonus received. This information must be countersigned by the client or engineer and verified by the statutory auditor.
