Work Experience Requirements
Bidders must have satisfactorily completed, as a prime contractor, at least 90% of the contract value for similar works (construction/maintenance of 2/4/6 lane highways) during the last five years. This can be fulfilled by completing either three similar works costing at least Rs. 91.61 Lakhs each, two similar works costing at least Rs. 128.25 Lakhs each, or one similar work costing at least Rs. 183.22 Lakhs. Values are escalated to 2024-25 using provided factors.
Bid Capacity
Available bid capacity must exceed the total bid value. It's calculated as (A * N * 2.5 - B), where A is the maximum value of civil engineering works executed in any one year during the last three years (escalated), N is the number of years for project completion, and B is the escalated value of existing commitments and ongoing works to be completed within the project's completion period.
Technical Capacity
Bidders must demonstrate availability of key equipment (patrol vehicle, 15-ton mobile crane, static roller, small roller/compactor, bitumen/emulsion sprayer, mechanical broom, air compressor, grader/backhoe loader, two water tankers, two dewatering pumps, two tippers/dumper trucks, and HMP with specified capacity) and personnel (a project manager and a site engineer-cum-surveyor/material engineer with specified qualifications and experience).
Technical Specification
Equipment must be owned, leased, or rented, with supporting documentation (RC or certification from an Executive Engineer or equivalent, issued after 01/04/2023). Personnel must have signed CVs submitted. Insufficient or conditional evidence will disqualify the bid.
