To be considered, bidders must have completed a single contract within the last seven years involving the laying, installation, and testing of buried hydrocarbon steel pipelines. This contract must meet PNGRB T4S regulation GSR 612(e) or GSR 808 (e), have a minimum length of 0.4 km, and a diameter of 4 inches or more. If a bidder has worked on more than one contract stemming from a single tender, those contracts will be considered as one for experience evaluation purposes. Work done for the bidder's own plant or projects is not considered qualifying experience. However, work for subsidiaries, fellow subsidiaries, or holding companies will be considered, provided tax-paid invoices certified by the bidder's statutory auditor are submitted. In such cases, these documents must be submitted in addition to other required documentation. A completion certificate from the end-user or owner (or their authorized consultant) or an execution certificate (issued by the end-user/owner/authorized consultant) is acceptable, provided the asset is ready for commercial use. No monetary values or percentages of similar works completed are specified.
