Expressions of interest for To hire an individual consultant to provide technical advisory support to the office of the minister of finance and development planning to implement key public sector programs under the economy and transparency and governance pillars of the papd Objective of the Assignment: The general objective of this recruitment is to hire an Individual Consultant to provide technical Advisory support to the Office of the Minister of Finance and Development Planning to implement key public sector programs under the Economy and Transparency and Governance Pillars of the PAPD. Scope of the Assignment As a Consultant to the Office of the Hon. Minister of Finance and Development Planning, the incumbent will undertake the following duties and responsibilities: a. Provide technical advice to the Office of the Minister on public sector and economic governance reforms with a particular focus on institutional reforms and delivery of public services; b. Support the Government of Liberia through the Office of the Hon. Minister in improving how policy-making, law-making and budgeting are coordinated across the Government and strengthening coordination between members of the executive (MFDP) and the National Legislature on budgetary and fiscal matters; c. Analyze and report on economic and statistical data on key development issues of importance to the country through preparation of briefs and policy notes for the Minister in close consultation with the Deputy Minister for Economic Management and other relevant stakeholders; d. Liaise with the Hon. Minister of Finance, the deputies and other appropriate Government authorities to secure ownership and sponsorship of Value Added Tax (VAT) reforms from Cabinet as an option to raise sufficient revenue to support the DRM Strategy and delivery of services; e. After securing Cabinet’s approval of the VAT Regime, assist in drafting the Terms of Reference for individual consultant to conduct Poverty and Social Impact WORLD BANK (WB),
