Request for expression of interest: Consultant for Change Management & Capacity Building Officer Objective of the Assignment: The objective of the Change Management & Capacity Building Position is to assist the project to accelerate the ownership and adoption of consistency in approaches for change efforts across the Project and in this regard work closely with the project team and beneficiaries to identify and prioritize organizational culture change, business transformation, and staff development interventions. The consulting services ( the Services ) include: The Change Management and Capacity Building Officer shall play a critical role in ensuring that the project meets its development and implementation objectives in light of project constraints. Specifically, the Change Management and Capacity Building Officer shall carry out the following functions: Develop and implement change management strategies/plans that maximize the adoption of reforms in PFM institutions; Support the design, development, delivery, and management of communications with Project stakeholders; Provide inputs, documentations, and support the design and delivery of training programs; Coordinate all project capacity building activities associated with the project, in consultation with component and subcomponent heads, and ensure alignment with change management and capacity building strategies/plans; Identify potential people-sided risks and anticipated points of resistance and develop specific plans to mitigate or address the concerns; Conduct change impact and readiness assessments, evaluate results, and present findings in a logical and easy-to-understand manner; Develop a set of actionable and targeted change management plans, including communication plan, stakeholder matrix, coaching plan, training plan, and resistance management plan; Identify resistance and performance gaps and work to develop and implement corrective actions; Work with component leads to integrate change management activities into the overall project plan; Identifying and monitoring potential risks and points of resistance impacting the project and developing plans to mitigate them; Organizing and coordinating all project communication material and activities; and evaluating the effectiveness of change management and communication initiatives. Communicating with senior leadership to impart updates on the progress, issues and developments in change programs; Providing appropriate briefing to enable informed decision making about the approach and direction of programs and/or projects; Communicating with staff affected by change to maintain morale and support for change. Support the development and implementation of new or changed business processes and propose the design of new ways of doing things that will impact the working; Assess the impact of change and develop mitigating strategies; Work collaboratively with the Monitoring and Evaluation Officer to track and re WORLD BANK (WB),
