Expression of Interest: Consultant for Institutional single window specialist The assignment will support the conceptual planning and due diligence activities of at least two ensuing projects namely: (i) punjab water and sanitation project which aims to deliver critical urban infrastructure investments in water supply, wastewater treatment and urban waste management for the major punjab cities of multan and rawalpindi. The project aims to introduce innovation in design and its implementation will enable an efficient treatment of liquid and solid wastes for these large urban areas. (ii) punjab livable cities sustainable development project which aims to deliver key utility infrastructure and services including urban transport, water supply, wastewater, drainage, solid waste management, and low-income housing to the five punjab cities of bahawalpur, dera ghazi khan, muzaffargarh, sargodha, and rahim yar khan. The consultant will identify and develop potential possibilities for streamlining processes and introduction of single window approaches, in order to correct the administrative gap between federal, provincial and municipal governments procedures. Scope of Work: The institutional single window specialist will assist the adb team to undertake a critical review of all requested procedures under projects to be constructed and financed by adb financing and identify gaps, anomalies or omissions that constitute inconsistency in the administrative processes applied by governmental authorities of pakistan. The consultant will recommend procedures or administrative upgrades that would be relevant to the project and would ease or simplify future approval processed at the project processing, approval and implementation level.
